针对近日前选委会主席阿都拉昔于土权活动上似乎承认其在任期8年中,玩弄杰利蝾螈,民政党署理主席谢顺海医生大表震惊,并对于前选委会主席令人反感的言论感到不安,同时这也会引起人民对选委会独立性、诚信及完整性的质疑。


 

 
 

谢顺海指出,选委会必须作出解释,并建议成立一个由两党的国会议员和非政府组织代表所组成的特选委员会,他们可遴选及委任有诚信及人民所信任的选委会主席及委员。


 

 
 

除了确保选委会的中立,谢顺海医生也呼吁选委会在还未划分任何选区前,先清理选民册,以确保没有任何可疑姓名,以回应幽灵选民和外劳选民的指控。他强调划分选区必须基于干净和没有问题的选民册,以能更好反映选区的社会及地方政治情况。


 

 
 

此外,谢顺海医生也建议选委会应研究采用联立制(比例代表制的一种)替代多数制的可能性。他认为新的投票制度能通过平衡和按比例代表所有种族,更好地反映我国多元社会的所有群体。

 
 


 

"我有信心联立制可以解决上届大选出现的严重及激增的代表名额不公平分配的问题,因为新系统能反映选票的整体比例,维持社会各方的均衡代表。"谢顺海说。

In light of recent controversy surrounding former Election Commission (EC) chairperson Abdul Rashid Abdul Rahman's speech at a Perkasa event appeared to be an admission of engaging in gerrymandering during his eight-year tenure as commission head, Gerakan Deputy President Dr Cheah Soon Hai was utterly shocked and upset over the former EC chief's unsavoury remarks that raise questions and deep concerns on the independence, credibility and integrity of the EC.


 

 
 

Cheah called on EC to explain over the matter. He also proposed the formation of a special selection committee comprising bipartisan MPs and representatives from NGOs in the selection and appointment of EC chairperson and members with credible individuals who enjoy public confidence.

 
 


 

Apart from ensuring the neutrality of EC, Cheah also urged EC to clean up the electoral roll first before any redelineation exercise takes place to ensure that there are no more dubious names in response to allegations of phantom voters or influx of "foreign voters". He stressed that it is important the redelineation exercise be based on a clean and unquestionable electoral roll to better reflect the social and geopolitical condition of the constituency.


 

 
 

In addition, Cheah also suggested that EC should study the possibility of adopting a mixed-member proportional representation (MMP) in place of the current first-past-the-post (FPTP) as he believed the new voting system would better reflect the different segments of our multiracial society with a balanced and proportional representation to all races.


 

 
 

"I am confident that the MMP could address the serious and burgeoning malapportionment as shown in the last general election because the voting system mirrors the overall proportion of votes received and maintains a balanced representation by all quarters of the society," said Cheah.

With regards to the statement by Chief Secretary to the Government of Malaysia Dato' Sri Dr. Ali bin Hamsa where he pointed out that severe punishment will be meted out against wrongdoers in the Auditor-General's Report, Gerakan Deputy President praised the statement and felt that it is a major step in our nation's transformation.

 
 

 
 

 
 

"The government is serious and stern in the fight against corruption, it is a major achievement in the government's transformation program. This not only will ensure good governance but also restore public confidence towards the government."

 
 

 
 

 
 

Cheah noted that the government will set up a special committee to investigate 319 cases with allegations of fraud and malpractices; he felt that it is a good measure. However, he reminded that the committee must ensure the outcome of the investigation is transparent and the public is informed so that there is a correct understanding of the facts. :须以先进国思维处事

 针对近日我国发生的一连串事件,如台湾妇女遭掳及柔佛壁画被毁事件,民政党署理主席谢顺海医生呼吁政府以先进国思维处理这些事件,以带领我国朝向先进国迈进,而不可再倒退回以往的态度。

"沙巴发生的台湾妇女遭掳事件已获得国际关注,我国有关当局应采用先进国态度,加速调查此事,同时也应对受害者家属表达歉意,并发放安抚金予遭枪杀的男性家属,而不可像早前菲律宾发生巴士射杀事件拒绝道歉,这是极不正确的。若我们能以泱泱大国处理这些事件,这不仅能恢复我国的旅游声誉,同时也能提升国外人士及投资者对我国的信心。"

另外,谢顺海医生也较柔佛州壁画事件表达看法。他表示柔州市议会对该壁画采取了过度敏感的做法,壁画其实能很好地表现一个城市的人文艺术,并能激发人民的思维。因此,柔州市议会不应过激,应与人民交流,并采取更适合的方式解决此事,以与先进国思维接轨。

谢顺海医生指出,我国应作出改变,不可停留在以前。一个国家必须拥有先进国的态度与思想,才能真正达致先进国理念。

Regarding numerous incidents that happened recently such as the abduction of the Taiwanese female tourist in Sabah and also the murals in Johor Baru has brought Gerakan Deputy President, Dr Cheah Soon Hai to urge the government to adopt a First-World mentality in handling matters to push the country into a developed nation instead of retreating to the old ways of handling matters.


 

 
 

"The abduction of the female Taiwanese tourist has brought international attention; the local authorities should not only adopt a First-World mentality to conduct a swift investigation but at the same time offer its apology to the victim's family such as giving compensation to the family of the gunned down male tourist. We must not follow the bus hostage incident in the Philippines few years back where the government refused to apologise to the Hong Kong government which is not right. If we can adopt a First-World approach, this will not only restore Malaysia's image as a tourist destination but also increase confidence among foreign investors and tourists."

 
 


 

Dr Cheah also commented on the mural incident in Johor Baru where the MBJB (Johor Baru City Council) was overly sensitive in handling the mural which depicts a Lego woman carrying a Chanel bag being preyed by a robber. He said that murals can be an excellent method to express the city's art and humanities together with the people's thinking. Therefore it is unnecessary for the city council to be over sensitive; instead more communications with the public should be established to explore an appropriate method to handle this incident to go in line with the First-World mentality.

 
 


 

He also pointed out that Malaysia should transform and cannot afford to be stuck in the past. In order to be a real developed nation, a country must be ready to adopt a First- World mentality and manner in handling problems.

Regarding the calls made by former Prime Minister, Tun Dr Mahathir Mohammad to reinstate the teaching of Science and Mathematics in English, Gerakan Deputy President, Dr Cheah Soon Hai agreed with him and said that Gerakan's support dual language education in primary school with English the main focus in secondary schools.

 
 

Dr Cheah said that the teaching of Science and Maths will not only improve English efficiency among students, but also linked subjects taught in secondary level to tertiary education where Science and Maths were emphasized in English. With the basics acquired in secondary schools, students will have a better understanding during lessons.

 
 

"Under the globalistion era, Science and Maths in English must be prioritised. It is undeniable that English is the current international language. In order to be a developed nation, Malaysia has to conduct research and development with other nations that communicates mainly in English."

 
 

He added that countries that do not use English as a national language such as China, Thailand, Korea and several others are also starting to see the importance of English. Therefore, Malaysia has to accelerate its chase towards globalistion in order to become a developed nation.

针对前首相敦马哈迪医生再次呼吁以英文教数理,民政党署理主席谢顺海医生表示赞同,并表示民政党支持小学阶段以双语教导数理科,而中学阶段则以英文作为教学媒介语。

 
 

谢顺海医生指出,英文教导数理不但能提高学生的英文水平,同时也能让中学数理科与以英文为主的大专数理科系相衔接。大学的数理科教学媒介语也以英文为主,通过在中学时期打好的基础,学生能更好地掌握相关科系。

 
 

"在现今全球化的时代,我们应更重视英文教数理课题。无可否认,英文仍然是目前最重要的国际语言,我国欲成为先进国就必须与其他国家共同研究与发展,而这大多也是使用英文交流。"谢顺海医生说。

He added that science and mathematics were now the most important knowledge Malaysians must have if Malaysia wished to make progress and become a developed nation.


 

Mahathir said this in his keynote address at the 2nd International Conference on Teacher Education in the Muslim World organised by the International Islamic University Malaysia, recently.


 

"Students will not be employable even. Most of the jobless graduates are not proficient in English. It would be sad if students do well in school but they are rejected for employment because of poor or inadequate command of English," cited Mahathir.


 

He said if Malaysians did not have a good command of English, especially in science and technical subjects, they would not be able to keep up with advances taking place in this field all the time. -TMT

针对首相纳吉宣布扶助土著保障国家稳定一事,民政党署理主席谢顺海医生认为政府在扶助土著的同时,也应照顾其他有需要的族群,马来西亚是由各种族成立的国家,所以应实行全民政策,而非单一种族政策。

 
 

谢顺海医生指出,我们应不分种族背景,协助任何有需要帮助的人民,若政府根据种族分配财富,那是不正确的。

 
 

谢顺海医生补充,若政府过度保护土著经济,这将使他们更依赖政府,失去竞争力,这对国家的长远发展是不利的。现在是全球化时代,政府提升国民的竞争力,以能与全球化抗衡,让国家的经济发展更进一步。

 
 

"我们不反对政府扶助土著,但必须也协助所有需要的国民。如果政府执意以扶助土著为主,那岂不是违反了首相纳吉一直以来推行的一个马来西亚理念?同时这也会造成种族隔阂,影响国民团结。"谢顺海医生强调。

 
 

谢顺海医生表示,民政党发现我国的发展趋势正逐渐朝向种族化,无论是教育、工商或经济领域,这是不好的现象,也是开倒车的。政府应摒除种族观念,实行全民政策,让国民在各个领域受惠,确保所有国民都能公平分享发展带来的好处。

Regarding PM Najib's announcement that assisting the bumiputera's is vital in ensuring stability of the country, Gerakan Deputy President, Dr Cheah Soon Hai felt that the government should be looking after all races instead of just one who required assistance. With Malaysia being a multi-racial country, a needs-based approach will be deemed more appropriate.

 
 

Dr Cheah pointed out that wealth should be properly allocated through a needs based approach without taking race into account. Therefore it is not right if the government decided to allocate wealth along racial lines.

 
 

He said that if the government overly protects the bumis finance, this will only make them to be more reliable on the government, hampering their competitiveness in the process which is unhealthy for the country in the long run. Currently in the globalisation era, it is the government's responsibility to increase the competitiveness of the public to enable them to compete with the world in order to develop the economy.

 
 

"While we do not object the government's decision on assisting the bumis, it should instead be based on communities that needed help. If the government is determined on assisting the bumis, isn't that against the 1Malaysia concept? At the same time, this might cause racial polarization which is detrimental to the nation and affecting national unity." Dr Cheah stressed.

 
 

He continued that Gerakan realised that Malaysia's development is heading
a racial path whether it is education, business or financial aspect. This is unhealthy and moving backwards, the government should abolish the racial mentality policy and use a needs-based approach to benefit all races by guaranteeing citizens are able to equally share the wealth generated by development.

 
 

"I agree with what the PM Najib said that Malaysia could set an example to the world by demonstrating a modern, successful, democratic and open Muslim majority nation."

针对卡巴星指出种族性政党已是时候撤销注册,开放并走向多元种族路线,民政党署理主席谢顺海医生表示赞同,但不应以注册局强硬注销政党。同时,谢顺海医生也认为现有的政党应让他们做出自我调整,而将来任何欲注册的政党则须以多元种族为出发点。


 

 
 

谢顺海医生指出,单一种族或宗教政党可通过修改党章,接纳其他种族或信仰人士加入该党,而不是非得要所有单一种族或宗教政党撤销,如巫也已开放让其他种族加入,如吉打和吉兰丹的泰裔、沙巴的卡达山族及马六甲的葡萄牙裔。因此,其他政党可效仿巫统开放的方式,让其他种族加入,无须解散。


 

 
 

"我们了解很多政党已有几十年历史,存有深厚的感情,同时解散政党也涉及到党产的敏感性,因此这些类似政党可稍微修改党名,如马来民族统一机构(United Malays National Organisation)转换为马来西亚统一机构(United Malaysians National Organisation)。"


 

 
 

谢顺海医生表示,很多单一种族或宗教政党领袖为了自身利益,时常都会玩弄种族或宗教课题,发表种族性言论,造成无谓的斗争,这其实是不正确的。我国已独立56年,随着时代的进步,改换单一种族或宗教政党是合时宜的,相信这也能为国家带来更大的进步。


 

 
 

"至于有关卡巴星也要求解散单一种族或宗教的社团,迈向多元化,我是不赞成的。民间社团是独立机构,并无任何政治背景,因此无需解散。同时,若强硬解散社团,这有违宪法赋予自由结社的权力。就以宗教而言,佛教和基督教有各自的宗教理念与信仰,根本不可能合并成为同一个社团,他们需要宣言各自的宗教理念。"


 

 
 

谢顺海医生强调,民政党早在40多年前就已支持多元种族政党的成立,现在也是时候迈向多元种族政党路线。他呼吁所有国阵成员党需作出牺牲,以贯彻一个马来西亚理念,否则国家的改革都是徒然的。

 
 


 

最后,谢顺海医生希望所有国家课题都能以马来西亚人的角度去看待及解决,而不是以种族眼光或为各自群体争取。这也是民政党几十年斗争的最终目标。

With regards to the recent call made by Karpal Singh that race and religion based parties should be deregistered and move towards a multiracialism has brought Gerakan's Deputy President, Dr Cheah Soon Hai to agree with him. However, parties should not be forcefully deregistered. Instead, current parties should be given a chance to change while future parties should be encouraged to embrace multiracialism.


 

 
 

Dr Cheah pointed out, single race or religion based parties can amend their respective constitutions to provide an opportunity for other races to join instead of dissolving. Taking UMNO as an example, he said that the party has already opened its doors to other races such as Kedah and Kelantan Siamese, Sabah Kadazans and Eurasians from Malacca. Therefore, other parties can take heed of UMNO's move by allowing other races to participate instead of merely disbanding.

 
 


 

"We understand that many of these parties have a long history with sentimental values. At the same time, the act of deregistering these parties might trigger sensitivities regarding its assets. Therefore, parties can amend their constitution such as from United Malays National Organisation to United Malaysian National Organisation.


 

 
 

Dr Cheah continued many race or religion based party leaders when fighting for their respective interests, tend to bring up racial or religious topics and at the same time uttering racial statements, causing unnecessary tension which is not right. Our country has been independent for 56 years and in an ever changing era, transforming race based parties is the appropriate move. He believed that this move will benefit the country in the future.


 

 
 

"I however disagree with Karpal Singh's call for race or religion based associations to be abolished for the sake of multiracial path. Public associations are independent without any political background therefore it is unnecessary for them to dissolve. At the same time, attempt to forcefully deregister these associations is against the freedom to associate as enshrined in the Federal Constitution. Take religion as an example, Buddhism and Christianity have their own ideology and faith. It is not possible to combine both of them into a single association for they need to spread their own religion."


 

 
 

He stressed that for over 40 years, Gerakan has been promoting multiracialism. Now is the time to move towards multiracial party. He urged all BN component party members to be ready to make sacrifices and put the 1Malaysia concept into practice or else it is pointless for the country to reform.


 

 
 

Dr Cheah then hoped that all national issues will be looked and solved from a Malaysian perspective instead of through the racial lens or for one's own community interest which is also what Gerakan has been fighting for all these years.

Chinese voters return, Mukhriz impressed – Gerakan 


 

KUALA LUMPUR, Nov 6: Gerakan Deputy President Dr Cheah Soon Hai thanked the Chinese voters in Sungai Limau for voting Barisan Nasional (BN) and helped BN won handsomely in some of the polling stations.

In the media statement to The Malaysian Times (TMT), Cheah said Kedah Menteri Besar Datuk Mukhriz was very impressed with the Chinese voters who have voted for BN while he was in BN election campaigning operation centre, the MB even thanked him in person.

He said that the return of Chinese votes is undoubtedly a strong encouragement and support to the Kedah BN state government.

"MB personally assured me that he will fulfil the promises he made to the Chinese voters during the by-election," added Cheah, who is also Kedah Gerakan State Liaison Committee Chairman

Cheah stressed that the return of Chinese votes to BN this time was to show to BN government that not all Chinese are against BN.

He said although BN lost in this by-election to PAS with majority of 1084 votes, but BN managed to win 11 out of the total 19 polling stations and most of the polling stations were Chinese majority.

Cheah pointed out that five out of eight polling stations that PAS managed to capture were all its fortresses, including two in Kota Sarang Semut and three in Bukit Besar.

PAS even managed to win at one particular polling station in Bukit Besar with majority votes of 1113. "This area has been a stronghold of PAS for many decades," Cheah told TMT.

Meanwhile, Cheah also said that during this by-election, thousands of PAS supporters were screaming and shouting on the streets in cars and motorcycles causing major traffic jam along the way to polling station.

CAUGHT IN SCREAMING JAM

As a result, hundreds Chinese voters were stuck on the streets for hours and they failed to make it on time to vote, it was a shame.

He said, Madam Wong who is married and has since moved to Malacca complained that she fetched her family of five departed from Taman Berjaya in Alor Setar at 11am to vote in Sungai Limau but they only reached the polling station at 3pm.

According to Madam Wong, there were many PAS supporters shouting and screaming along the streets causing their car unable to move forward.

Cheah also said that there was another voter Mr Wong, his wife was stuck while she was on her way to vote, eventually Mr Wong has to pick up his wife in motorcycle all the way from Sungai Limau to vote.

He suspected that such a move by PAS seemed that their intention was to stop the Chinese voters from voting, because PAS was well aware that the Chinese votes have returned to BN.


 


 

謝順海局紳感謝雙溪里茂華裔選民(亞羅士打訊)

民政黨全國署理主席兼吉打州聯委會主席謝順海局紳感謝雙溪里茂華裔選民在雙溪里茂州議席補選中,把手中一票投給國陣,讓國陣在多個華裔選民為多的投票站,取得輝煌的勝利。

謝順海說,吉打州務大臣拿督慕克力週一下午在雙溪里茂國陣競選行動室內,對於華裔選民把票投給國陣,感到非常滿意,大臣還親自對他表達謝意。他說大臣對於華裔選票的回流,表示這無疑是給吉打州國陣政府,打了一支強心針。

"大臣親自向我保証,會履行他在補選中,對華裔選民所作出的承諾。"

謝順海強調,華裔選票今次把票投給國陣,經向國陣政府証明:華人不是全都反國陣的。

他說,盡管今次補選,國陣以1084多數票敗給伊黨,但國陣在19個投票站中,贏了11個投票站,而其中多個投票站,都是以華裔選票為多的投票站。

謝順海指出,伊黨所贏得的8個投票站中,其中有5個投票站,都是該黨的堡壘,這包括竹城的2個、以及大山3個,而在大山的其中一個投票站,該黨甚至贏得1113張的多數票。他說該區這數十年以來,都是伊黨的強區。#

另一方面,謝順海說對於今次補選,伊黨數千名支持者開著車及騎著摩哆在街道上叫喧,令到來往雙溪里茂投票站的道路,嚴重塞車,使到有整百名的華裔選民塞在路上幾個小時,來不及投票,感到遺憾。

他說,其中一名嫁到馬六甲的選民黃女士申訴,她早上11點載著一家五口從亞羅士打成功園開車前往雙溪里茂港內投票,至直近下午三點,才能抵達投票站。黃女士說一路上都是伊黨的支持者在街道上叫喧,使車子無法動彈。

謝順海說,另有一名選民黃先生,她的太太被卡在途中,最後還是黃先生從雙溪里茂港內騎著摩哆,去把老婆載回來投票。

他懷疑伊黨此舉,似乎有著要阻止華裔選民到來投票的意圖,因為伊黨經獲悉華裔選票已經回流國陣
