Regarding the proposal made by PM Najib about tabling a new law in September to replace the EO, Kedah Gerakan State Chairman, Dr Cheah Soon Hai welcomed the idea. At the same time, he said that the new law must guarantee to be free from abuse and violating human rights.
Dr Cheah who is also Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman pointed out that the new law would increase the crime solving rate, however police personals must first receive rigorous training and knowledge to make it an effective law to solve crime. Besides, the new law must not be like the EO, which is notorious for allowing the public to see it as a weapon for the police to abuse. Instead, it must be used to fight crime and deter would be criminals.
"With the implementation of this law, the EAIC must also do their work properly to ensure that investigations are done in a fair and transparent manner to return public confidence in the police. Furthermore utilizing crime solving rate should also be used as a promotion factor since many police are not serious in fighting crime. With the implementation of this new requirement, hopefully there will be an improvement."
Dr Cheah stressed that we must not solely depend on this law to prevent crime from happening as the police must take a ction to ensure public safety. At the same time, the new law must not only used on high profile cases because what the public are concern the most are petty crimes with substantial impact on their safety and lives such as snatch thieves, robbery and metal stealing. Although these are small cases, it will possessed a serious threat to the public, hence the need for the cops to combat these crimes. Furthermore, the government should consider implementing a law to fight Mat Rempits as their activities affect public lives.
He said "The government must establish a Sentencing Council to ensure consistent sentencing. For example in rape cases, some are sentenced 1 year but some are sentenced for 10 years. What are the requirements for such sentencing? This has to be made clear or else the people will remain unsatisfied."
Dr Cheah also pointed out although the new law is good, it still requires the police to take crime fighting seriously. Therefore, they must work hard to recover public confidence towards them.

针对首相纳吉宣布将于9月的国会提呈新法令取代紧急法令,吉打州民政党主席谢顺海医生表示欢迎。同时,他也表示新的法令必须确保不会发生滥权及侵犯人权的情况。
同时也是民政党中央环境、安全与生活素质局主任的谢顺海指出,该法令主要是为了提升警方的破案率,警方必须接受严格的训练及提升装备,以能有效破案。新的法令不应再像以往的紧急法令,让人民误以为是警方滥权的工具,反之应积极打击罪案,阻吓那些欲犯罪的人。
"在实施新的法令下,执法机构廉正委员会也必须同时执行其职责,确保所有调查必须公平及透明化,以让人民对警方恢复信心。同时,破案率也应作为警察升职的条件,很多警察根本不认真打击罪案,若实行破案率为升职条件,相信能大大提高破案率吧。"谢顺海说
谢顺海强调,我们不能只依靠预防性法令来预防罪案,警方必须付诸行动,加强一切安全措施,维护社会及人民安全。同时,新的法令不应只注重高调的犯罪活动,其实人民真正担心害怕的是那些微型但却严重影响他们生活及安全的罪案,如抢劫、攫夺、偷铁盖等等。虽然这些都是很小的罪案,但确实严重影响人民,因此,警方也应全力打击诸如此类的罪案此外,政府也应考虑实施新的法令对付飙车党,因为这影响周围居民的生活。。
谢顺海说,"政府也应设立量刑委员会,统一所有罪案的刑罚。就以强奸案为例,有些犯案者判监1年,有些则10年,究竟判决的标准是什么?这些都应厘清,否则人民不会信服。"
谢顺海指出,新法令固然是好,但归根究底还是需要警方的通力合作,严厉打击罪犯。因此,警方须重振,让人民对其信誉恢复信心
