民政党促设立网上报案系统

民政党中央环境、安全与生活素质局主任谢顺海医生今日呼吁警方设立网上报案系统,以方便受害者简化报案程序。


 

谢顺海医生指出,通过设立网上报案系统,警方可以更迅速获知犯罪率,并在最短的时间内解决案件。很多受害者因为担心报案程序繁琐,因此他们都避免到警局报案。若设立网上报案系统,相信可以便于受害者报案。


 

"网上报案是个便捷,且有效率的系统,在多个国家,如香港也有类似的系统。为了防止民众滥用该系统,若发生有人假报案件,警方也可采取必要措施对付滥用者。"


 

谢顺海医生也表示,警方也可通过该系统回应报案者有关案件的进展,这不但可以让报案者获知最新进展,同时也促进警民交流。若是重大案件,如拐带、伤亡事件等则必须亲自前往警局报案,因为这已涉及人身安全。


 

最后,谢顺海医生也促警方尽快设立独立警察投诉与行为不检委员会,以杜绝警察部门的舞弊事件,恢复人民对警方的信心。

年度的阴霾状况又再出现在马来西亚的天空,民政党中央环境、安全与生活素质局主任谢顺海医生呼吁人民采取预防措施。


 

"由于苏门答腊森林失火导致阴霾重现,人民应采取预防措施,以避免生病。"


 

谢顺海医生指出,虽然目前的阴霾状况并不比1997年和2005年的情况来得严重,当时元首被逼宣布进入紧急状态,但这并不意味着我们可以掉以轻心。


 

"民众应尽可能留在室内,同时也必须喝多些水,以保持身体的水分。如果有必要,出门时也应戴上口罩。"


 

谢顺海补充,高风险群众,即老人、小孩及那些有呼吸道问题的人,如哮喘的患者在这段期间必须格外小心。


 

"如果他们发生任何问题,必须马上带他们就医,不要等到来不及的时刻。"

With the annual haze returning to shroud the skies of Malaysia, Gerakan Bureau of Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai has urged the public to take pre-cautionary measures.

 
 

"Since the haze is returning due to the forest fires in Sumatra, the people should take several steps to prevent themselves from falling ill."

 
 

Dr Cheah pointed out that although the current haze level was not comparable to the 1997 and 2005 haze where the King was forced to declare a state of emergency, that does not mean that this haze can be taken lightly.

 
 

"People are adviced to stay indoors as much as possible while at the same time drink lots of water to keep the body hydrated. If necessary wear a face mask when venturing outdoors."

 
 

He added that people in the high risk groups such as the elderly, children and those with respiratory problems such as asthma required extra attention during this period.

 
 

"If there is anything wrong with them, please take them to a doctor immediately, do not wait until it is too late.'

Gerakan echoes MIC's urging for IPCMC to be set up

Gerakan has joined its BN coalition partner MIC urging the formation of the Independent Police Complaints and Misconduct Commission (IPCMC) in response to death in custody victim N Dhamendran's case.

In a press release today, its Environment, Security and Quality of Life chairperson Cheah Soon Hai (right)  said establishing the commission "would help restore public confidence in the police force."

He said he could not fathom the police's aversion to the IPCMC when it is needed to deal with complaints made by the public against the force.

"Public confidence in the law enforcers is crucial so they will not take matters into their own hands," he said.

He urged the police to streamline their interrogation tactics and called for the revamp of lock up and interrogation rules.

"These detainees are merely suspects; they're innocent until proven guilty, so the police must respect this cardinal principle and not take it upon themselves to decide the guilt of the suspects," he said.

'MIC, Pakatan, back IPCMC Bill'

Last week MIC spoke up for the formation of the long overdue IPCMC, saying the recommendation had to be implemented "immediately".

Its national treasurer Jaspal Singh was responding to Minister Paul Low'sambivalencetowards the proposal as an immediate redress to the numerous custodial cases this year.

Pakatan Rakyat has also urged BN parliamentarians to support a bill on IPCMC at the first sitting of the new Parliament on June 24.

The opposition coalition's plan to push the IPCMC Bill despite lacking a majority in Parliament came after P Karuna Nithi's death on June 2, bringing the custodial death toll to three in two weeks.

Jaspal, in another statement today, noted that the delayed charging of the policemen linked to Dhamendran's death would do little to solve the problem.

"If we think this is the end of the custodial deaths saga, we would be wrong. The next death is only around the corner," he said.

He also said it would be "hypocritical to congratulate the Home Ministry" for arresting the three policemen over Dharmendran's murder when it was only public pressure that had led the authorities to finally act.

"Those who are misguided enough to feel they are protecting the police by rejecting the IPCMC must look clearly at the situation of the three policemen arrested yesterday," he added.

He noted how the policemen had turned from enforcers of the law to being incarcerated, causing distress to their families, and this would not have happened if there was a regulatory body to keep the policemen in line.

"This situation may have been avoided if an IPCMC had existed handing out swift and cautionary justice in A Kugan's case."

The high-profile death of 22-year-old Kugan, who died in custody in 2009, has not been resolved to the family's satisfaction until today.

谢顺海医生说,"我感叹为何警方对于成立独立投诉与行为不检委员会持着不支持的态度。若警方认为他们做得很好,那该委员会将再次肯定他们的能力。独立投诉与行为不检委员会需要处理民众对于警方的投诉。民众对执法有信心是很重要的,那他们将不会自行解决问题。"

Gerakan Central Bureau on Environment, Security and Quality of Life Chairman, Dr Cheah Soon Hai today commended the Attorney General for charging the police officers allegedly involved in the death if Dhamendran, who died in police custody on 21 May 2013.

 
 

"This is a good first step that will restore the people's confidence in our public institutions, especially those involved with law enforcement. However, the next logical step should be the formation of the Independent Police Complaints and Misconduct Commission and I fully support the call made by my Acting President, Dato' Chang Ko Youn in this respect," added Dr Cheah.

 
 

Dr Cheah also said that the police must streamline its interrogation tactics and ensure that no disproportionate force is used resulting in injury or death. He also called for the lock up and interrogation rules to be completely overhauled taking into account the human rights of detainees.

 
 

Dr Cheah added, "These detainees are merely suspects, they're innocent until proven guilty, so the Police must respect this cardinal principle and not take it upon themselves to decide the guilt of any suspect as that is the duty of the Courts. The tenets of our legal system must be always upheld, especially those who act in its name."

 
 

Dr Cheah also lamented that he failed to comprehend the police force's aversion to extraneous oversight in the form of the IPCMC. He said if the police believe they are doing a good job then oversight will only seek to reconfirm this. He also said that the IPCMC is needed to deal with complaints made by the public against the police. As public confidence in the law enforcers is crucial so that they will not take the law in their own hands.

 
 

"The establishment of the IPCMC will hopefully restore public confidence towards our police force after years of mistrust. Look at countries like Hong Kong where its police force manage to clean up although it's reputation were in the gutters during the 60s and 70s due to severe abuse of power."
