校园暴力事件频仍

针对亚罗士打东姑阿都拉曼中学频频发生校园暴力事件,民政党吉打州主席谢顺海医生严厉谴责所有涉及暴力事件的学生,并呼吁校方即刻采取行动,以免校园暴力事件影响校内的学习环境,也造成其他学生感到害怕,而身为家长的也担心孩子在学校的安全。

同时也是德卡区州议员的谢顺海表示,教育局也应立即采取严厉行动对付涉案的学生,以杜绝校园暴力事件。

谢顺海说,"校方应对付涉及暴力行为的学生,而不是对事件视若无睹,如这次发生2为数二三十位学生集体殴打一位学生事件,竟然有一名教师站在一旁袖手旁观,任由该位学生遭殴打,这是相当不正确的。"

他说,校方在面对类似严重的校园暴力事件时,也应该寻求警方的协助,以共同防范校园暴力,而不是一再隐瞒学校发生的暴力事件。"

谢顺海指出,校方或教育局应透明化公布处罚学生的详情,这才能起到杀一儆百的作用,让其他学生不敢再卷入校园暴力中。

谢顺海表示,校方与家长也应互相配合,多留意与观察学生的言行,避免他们涉及校园暴力,以塑造一个安全的校园学习环境。

民政党中央环境、安全与生活素质局主任谢顺海医生对"德士司机"又犯案,这次竟然掳劫与禁锢一名美国女游客,受害者被洗劫财物后更遭轮奸,感到极度厌恶并严厉谴责。

 
 

"在过去的几个星期里,我们阅读了多宗'德士司机'抢劫乘客的新闻。这一次,事情变得更糟,'德士司机'匪党竟然对一名外国游客进行抢劫、禁锢与强奸,这事件将严重影响我国的声誉,对国家是一项耻辱。" 

 
 

谢顺海表示,随着新闻报导越来越多的乘客遭到"德士司机"抢劫,我国旅游业将因这些不利新闻的报导而受到打击。

 
 

谢顺海说:"我国将迎接2014马来西亚旅游年,因此政府必须采取行动,杜绝这类事件的继续发生,以免伤害到更多人,特别是到来我国旅游的外国游客,否则不论政府在推广我国的旅游业上付出多少努力都将付诸于水,因为游客将对他们要到我国来旅游的自身安全失去信心。"

 
 

他指出,这类案件也将让影响那些一心只想赚取收入的真正德士司机,让他们的收入大受影响。若游客由于害怕而不愿意乘搭德士,这将肯定影响真正的德士司机每日的收入。

 
 

同时也是吉打州德卡区州议员的谢顺海医生补充说,德士公司应在监控他们的德士司机上更加提高警觉。陆路公共交通委员会也应重新检讨目前由德士公司出租德士予司机的制度,以确保乘客的安全。"

 
 

"我建议当局在逮捕了这些'德士司机'后,应即刻吊销他们的驾驶执照,并把他们的名字列入黑名单内,以禁止他们再租德士。"

 
 

最后,鉴于干案的德士车牌号码已被掌握了,他促请警方加紧追捕这些匪徒,以阻止他们继续干案。

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai detests the actions of the nabbed taxi driver who raped and robbery an American tourist on Monday.

 
 

"For the past few weeks, we have been reading news about passengers being robbed by these so-called taxi drivers. This time it has taken for a worse turn where a foreigner is being raped. It is a total disgrace to the nation in the eyes of foreigners."

 
 

Dr Cheah voiced out his concern that with more and more passengers being assaulted by taxi drivers reported by the press, the tourism industry will be most affected with this unwanted publicity.

 
 

"Since we are approaching the Visit Malaysia Year in 2014, something has to be done to curtail this problem from harming more people, locals or foreigners alike. If not, no matter how much effort the government is putting to promote the country, it will go down the drain as people are no confident of their safety over here." Dr Cheah reminded.

 
 

He pointed out that the actions will also affect income of genuine taxi drivers who only want to make an honest living. If tourists refused to use our cabs due to fear, this will surely affect the income of genuine taxi drivers.

 
 

Dr Cheah, who is also Kedah Derga state-assemblyman, added that taxi companies should increase their vigilance in monitoring the conducts of their drivers. "The SPAD should re-evaluate the system of renting cabs to individuals to also safeguard the safety of the passengers."

 
 

"I wish to also suggest that upon apprehending these so-called taxi drivers, their driving license should be cancelled and their names blacklisted to prevent them from renting cabs again."

 
 

Finally, he urged the police to step up their effort in tracing these culprits since they already have the number plates.

民政党中央环境、安全与生活素质局主任谢顺海医生呼吁我国人民积极响应与参与将于323日晚上830分进行的"地球一小时"运动。

 
 

"这是一项非常有意义的运动,全球各地的人们都受到鼓励以响应参与。因此,我希望我国人民也将与往年一样,全力支持此项活动。"

 
 

谢顺海补充说,随着全球的污染问题日渐严重,人们已经开始领悟到我们只有一个地球的重要性,并积极推动各项环保活动,加以保护地球,以免太迟,这是现今社会非常重要的一项工作。

 
 

"在过去的一世纪里,人类制造了越来越多的废物,可是却没有妥当处理废物的技术。许多大规模的污染情况在一些国家发生,例如在中国有整个湖泊布满化学物质的情况,而早前发生在墨西哥湾的漏油事件也破坏了整个生态系统,这对人类来说确实是一场可怕的环境污染与破坏情况。"

 
 

他指出,虽然目前的废物再循环技术已日益先进,但是民众的环保意识却仍然是环保工作成功与否的关键所在。

 
 

同时也是吉打州德卡区州议员的谢顺海医生说:"虽然关灯一小时看似小事一桩,但通过全体参与者的力量,所节省下来的电源,将对保护我们的环境有很大的帮助。因此,请为我们的下一代着想,因为他们也有权利生活在干净与可持续的环境中。"

 
 

最后,他也希望"地球一小时"将进一步延长其时间,并能成为长年性活动,以达到保护地球的目标。

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai has called for Malaysians to participate in the upcoming Earth Hour event due to be held on March 23 at 8.30pm.

 
 

"This is a meaningful event where citizens around the world are encouraged to take part. I hope that Malaysians will offer their full support just like the previous years."

 
 

Dr Cheah added that with pollution becoming more severe around the world, it is vital for the people to realise that there is only one Earth for us and preserve it before it is too late.

 
 

"For the past century, more and more wastages are produced without having a proper disposable technique. It is indeed a scary scenario for humanity after witnessing mass pollution in countries like China where the entire lake was filled with chemical substance while the previous oil spill in the Gulf of Mexico devastated the entire eco-system, killing various wild-lives."

 
 

He pointed out that although recycling techniques are becoming more advanced, it is still public awareness that matters most.

 
 

"Although it seemed petty by switching off our lights for one hour, through collective effort the amount of energy saved will do a great service in protecting our environment. Please think about our future generation who also has the right to live in a clean and sustainable environment." plead Dr Cheah, also holding the post of Kedah Derga state-assemblyman.

 
 

Finally, he urged the Earth Hour event to be extended to longer hours throughout the entire year to safeguard the health of our planet.

(亞羅士打6日訊)米都直落灣也巴剎小販日前遷入臨時巴剎後面對的4項問題,獲得房屋及地方政府部部長拿督斯里曹智雄和德卡區州議員謝順海允諾撥款解決。

項獲得解決的訴求,是臨時巴剎四周會建設排水系統、擴建後方涼棚、在後方的治水池塘建設圍籬,以及巴剎進出口處鋪上柏油路。謝順海周三上午巡視該臨時巴剎和向小販們捎來這好消息後對媒體說,曹智雄答應撥款建設排水系統和在鋪上柏油路,相信該撥款在近期獲批發。


另外,他說,他和曹智雄也另外以個人國州議員撥款,共撥出約一萬令吉來擴建後方涼棚,這項工程將在一、兩天進行。

至於治水池塘方面,有關承包商答應會在該治水池塘四周建設圍籬。"

他補充,他在本月5日匯函給亞羅士打市政廳市長拿督瑪諾阿末,反映小販所面對設備問題,並通知上述訴求獲得他和部長撥款解決。


他指出,他在信函內也向市長反映小販面對的另6項設備問題,促請市長立刻解決,其中要求市政廳在臨時巴剎外砂石路鋪放大量砂粒,暫時解決道路難步行問題。


他說,市長也批准在臨時巴剎邊的斯里德敏大廈的停車場,讓巴剎顧客停放車,以便舒緩交通。


他也說,由於小販遷入臨時巴剎後面對很多設備問題,導致小販生意額挫跌,所以他也希望市長能調整小販租金。另外,他也要求市政廳準備桌子給小販方便他們擺貨,以及將原有巴剎內的路燈移到臨時巴剎範圍內。


同時,他也建議市政廳在該巴剎附近開闢一條道路直通瑟乃小路,以便解決交通堵塞問題。陪同出席巡視巴剎者包括房地部長選區助理駱錦輝、謝順海特別助理范鳴安以及民政黨州幹訓局副主任廖維強。

謝順海:不應從18萬中抽出
吉應另撥款2蟻蛀華小

 
 

(亞羅士打13日訊)民政黨德卡區州議員謝順海指出,既然吉州政府撥出18萬令吉給州內90所華校,但為何臨時又要抽出8000令吉給予兩所被白蟻蛀蝕的華小,而導致受惠華小獲得1911令吉11仙的"奇怪"數額。


他認為,州政府應該另外撥款給這兩所被白蟻蛀蝕的華小,而不是從18萬令吉的撥款中抽出。 


他說,既然州政府都能向銀行貸款逾3億令吉,作為建設英沙尼亞大學的費用,並撥出1000畝地給該大學,為何不可另撥款給該兩所華小,作為滅白蟻用途。


他指出,州政府的上述作法有點輕視華文教育,也象是向華社開了一個玩笑。

 
 

狗表格6元沒道理

 
 

謝順海周二晚上在吉玻謝氏宗親會移交撥款儀式上說,亞羅士打市政廳暴漲養狗執照費一事,除非狗執照費從5令吉漲20令吉,連申請表格也要繳付6令吉,非常沒道理。他說,一般申請護照或文件,申請表格是免費或只收12令吉,但養狗執照的表格竟要6令吉,真的"人不如狗"。他呼吁市政廳檢討該事宜。


他指出,他已成功向首相署爭取到撥款予三個組織,即10萬令吉予浮羅交怡德教會紫文閣作為維修費,1萬令吉給誠信花園組屋區居民協會,作為活動經費,及5萬令吉給吉玻謝氏宗親會,作為維修經費。


吉玻謝氏宗親會主席謝泰維說,該會歷史悠久,如今面對殘舊漏水問題,必須盡速維修。他希望謝順海能繼續上陣,繼續為州內華社謀福利。他也呼吁該宗親會會員全力支持謝順海。

The sentencing of the three detainees who escaped from police custody in Penang last January prompted Gerakan's Central Bureau on Environment, Security and Quality of Life Chairman, Dr Cheah Soon Hai to voice his relieve.

 
 

"These are dangerous people who have committed serious crimes in past such as murder and robbery. It is a good thing that three of them have already been captured and sentenced."

 
 

Dr Cheah however, urged the police in intensify their search on the remaining two detainees which remain at large after another two were gunned down following an escape attempt.

 
 

"People are afraid to venture out because these detainees are violent criminals. Previously an innocent youth was detained with a parang at his neck while ridding his motorcycle. Luckily he was released unharmed, but imagine the trauma suffered by the ordeal. Therefore, the remaining two must be re-captured at all cost to resolve this matter once and for all."

 
 

He however voiced his support to the calls of Deputy Public Prosecutor, Masnuraznim Abdul Malik for a harsher sentence for the detainees due to their aggressive act towards the police and public.

 
 

"If they can act so violently against the police, imagine what they will do to the general public. Therefore I fully support the call for harsher sentence to keep this type of people off the streets for a long time to ensure public security." said Dr Cheah, also Kedah Derga state-assemblyman.

 
 

Finally, he urged the police to take lesson from this incident to prevent such cases from happening in the future.

"这一帮劫匪的举动将破坏我国的士业。令人遗憾的是,一些外国游客们也成了这一帮劫匪的受害者,外国媒体在发现此事后将如何大作新闻,这足以影响我国的声誉。"

 
 

谢顺海医生指出,这一帮劫匪的举动也影响了许多以的士谋生的真正司机,他们的生计将受影响。"若游客们因为有所顾虑而不愿搭乘的士,这些的士司机的收入将肯定受影响。"

 
 

他认为,的士公司应提高警惕,以监督公司的士司机行为,若被发现犯法,他们必须被列入黑名单,以避免玷污了整个的士行业。 

 
 

同时也是吉打州德卡区州议员的谢顺海医生说:"我希望警方能加紧努力,以防止这类事件再次发生,因为可能还有其他劫匪伪装为的士司机,这对的士搭客,尤其是单身女性是很危险。"

 
 

最后,他强调,政府认真地通过为的士司机开办课程,以灌输各项行为准则,确保游客们都能够对我国有一个好印象,特别是的士司机都被视为最先接触抵达我国的游客者。

Gerakan's Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai praised the police for nabbing a gang of robbers impersonating as taxi drivers.

 
 

"The actions of this gang will tarnish the taxi industry in Malaysia . It is an embarrassment to the nation that tourist were also among their victims. What will the foreign press say after they find out about this?"

 
 

Dr Cheah pointed out that the actions of this gang will also affect the income of genuine taxi drivers who only want to make an honest living. "If tourists refused to use our cabs due to fear, this will surely affect the income of genuine taxi drivers."

 
 

He added that taxi companies should increase their vigilance in monitoring the conducts of their drivers. In case of being found guilty of committing a crime, they must be blacklisted to prevent them from tarnishing the industry.

 
 

"I also think that the police should intensify their effort to prevent this problem from reoccurring as there might be more gangs out there operating as taxi drivers." said Dr Cheah, who is also Kedah Derga state-assemblyman.

 
 

Finally, he stressed that the government remain serious in ensuring that tourist are given a good image of the nation by conducting courses for taxi drivers as they are deemed to be the first group to interact with foreigners upon reaching our shores.

"这是政府的一项好措施,毕竟与普通人士相比,残障人士确实需要更多的金钱以维持他们的生活,而希望这措施将能减低他们的负担。"

 
 

谢顺海继而建议政府也应考虑为仍有能力驾驶的乐龄人士提供一个特别的折扣率驾驶执照费。

 
 

"一些有能力的乐龄人士仍积极谋生,因此若他们也可以在一个特别折扣率下更新驾驶执照,对他们来说将是一项意外的惊喜。"

 
 

在谈到政府刚宣布的"一个马来西亚一个价格"计划中,半岛与东马的一些日常必需品价格获得统一价格的情况,同时也是吉打德卡区州议员的谢顺海医生认为这是一项东马人民期待已久的决定,因为当地人民这么多年来须面对比半岛更高的物价。

 
 

"这是政府的另一项好措施,以在一个马来西亚的精神下统一必需品的价格。长久以来,东马人民一直都在投诉,尽管他们的平均收入略低,但他们却必须面对比西马人民更高的物价。

 
 

不过,他也促请政府扩大这项计划,以包括其他的日常必需品,而不只局限于早前所宣布的白糖、食油、面粉及一些一个马来西亚产品得以享受该项优惠。

 
 

"我希望今后东马人民将可一同享受一些早前只有西马人民才有机会享受到的价格便宜的必需品优惠。"

Gerakan Central Bureau on Environment, Safety and Quality of Life Bureau Chairman, Dr Cheah Soon Hai voiced his support with the government's step to reduce the driving license fee for the disabled to RM 2.

 
 

"This is the right move by the government as the disabled group required more money to sustain their living compared to a normal person. Hopefully, this can alleviate their burden."

 
 

Dr Cheah continued that the government should also consider providing a special discount rate for senior citizens who are still capable of driving.

 
 

"Some capable senior citizens are still earning a living and therefore it would be a pleasant surprise if they will be able to renew their driving license at a discounted rate."

 
 

Commenting on the 1Malaysia 1Price programme where essential items are sold at the same price in East Malaysia as their peninsula counterparts, Dr Cheah who is also Kedah Derga state-assemblyman opined that it is a decision long-overdue where East Malaysians are forced to pay a higher charge on items compared to the peninsula.

 
 

"This is another good move by the government in order to standardise the prices for essential items in according to the 1Malaysia spirit. For too long, East Malaysians have been complaining of having to pay more than their peninsula counterparts despite the lower average salary income."

 
 

He however wished to urge the government to extend the programme to include more essential items where it was previously announced that sugar, cooking oil and flour together with 1Malaysia products will be enjoying the benefits.

 
 

"I hope that East Malaysians will be able to enjoy the same benefits where previously only West Malaysians are privileged to cheaper essential items.
