Cheah Soon Hai wants AES to be put on hold

Gerakan Central Bureau on Environment, Security and Quality of Life Chairman, Dr. Cheah Soon Hai hoped that the AES system will be put on hold temporarily until all matters have been clarified.

 
 

"This current debacle between different parties in the AES system has lead to so much argument whether it's between the federal and state government or government and private sector. As a result countless rulings and orders have been issued by different parties."

 
 

Cheah highlighted that in his previous statement, he pointed out that the implementation of the much criticised AES system caused the four states under Pakatan Rakyat to suspend it in order to score points from the people. He questioned with only 14 AES cameras being installed, there were already so much noises from the public, what will happen if all 831 cameras being installed.

 
 

"We have even seen the AES cameras been vandalised to the point where the government is forced to install another camera to watch over the AES camera. This is indeed hilarious for the people as it makes no sense because the culprits will simply destroy the observing camera for vandalising the AES again."

 
 

Dr. Cheah, also Kedah Derga state assemblyman said that since there are even certain quarters calling for all previous AES issued summons to be rescinded, this is causing mass confusion to the people and certainly unfair to those who have paid up their summons.

 
 

"Another issue I would like to point out is that the government should not privatise the enforcement of the AES as this responsibility falls within the government's jurisdiction. In a country, only the government is entitled to enforce the law instead of other parties."

 
 

Finally, he repeated Gerakan's stand towards the AES where although it has a good intention, more studies need to be done including the legal requirements in order to prevent another fiasco from happening.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai expressed his disappointment towards the security on the streets of Malaysia after a convenience store chain was reportedly robbed 217 times in this year alone.

 
 

"This report shows that much more needs to be done to keep our streets safe, these robberies posed not only a danger towards the convenient store workers but to customers as well."

 
 

Cheah further pressed the police to increase their patrol in outlets prone to operate 24 hours that are most vulnerable to midnight robberies such as convenient store, cyber cafes and mamak restaurants.

 
 

"These are the areas where Malaysians tend to linger at night especially mamak restaurants where they would be with their friends late into the night. There were previous cases where the robbers were so bold that they robbed a mamak restaurant although it was filled with customers."

 
 

Cheah, also Kedah Derga state assemblyman said that tougher punishments should be given when robbers and snatch thieves were found guilty to prevent them from roaming the streets after a short jail-term.

 
 

"Many of these criminals are repeated offenders who did not feel any remorse for their actions and the trauma the victims have to go through for the rest of their lives. Therefore a tougher sentence should be given to pacify the uproar from the public and at the same time prevent them from taking the law in their own hands if they manage to apprehend a criminal. It is a common knowledge that the public is fed-up with the police incompetence and some even resort to extreme measures to safeguard themselves."


 


 

震惊便利店年内被劫数百次
谢顺海促对抢匪与掠夺匪加重刑罚

民政党针对今日报道指连锁便利店仅仅一年之内便遭抢劫217次感到震惊。民政党中央环境、安全与生活素质局主任谢顺海医生再次对我国治安表示失望。

谢顺海医生促警方应该立刻采取必要的应对措施,包括增加警力,以在那些营业24小时,并易在深夜遭抢劫的便利商店、网卡与嘛嘛餐馆附近进行更频密的巡逻工作。

"这些都是国人往往会于夜间光顾的地方,特别是能够让他们与朋友聚会至深夜的嘛嘛餐馆。早前也有多起案件,尽管嘛嘛餐馆当时仍坐有很多顾客,但抢匪仍胆大包天地进入抢劫。"

同时也是吉打州德卡区州议员的谢顺海医生说,政府是时候考虑修法,以对频频干案的抢匪及掠夺匪惯犯施以更严厉的刑罚,以免他们在服完短期的监禁刑罚后,再次在街上游荡干案。

"大部分的这些抢匪与掠夺匪罪犯都没有对他们的所作所为,以及对他人造成日后长久创伤有所悔意,因此当局应给予他们更严厉的刑罚,以安抚终日提心吊胆的民众,也同时防止民众在成功逮捕这些罪犯时动用私刑的情况。许多民众都对警方在对付街头罪案的工作感到不满,有者甚至须采取自保行动。"

民政党中央环境、安全与生活素质局主任谢顺海医生对安顺甘榜真德隆一名14岁少女努鲁沙希拉日前击退攻击她祖母的匪徒英勇行为表示钦佩。

 
 

"我对这名14岁少女勇敢保护她的祖母以免遭受匪徒的伤害而表达钦佩。尽管如此,那始终是一项冒险的举动,因为如果匪徒极力还击,该少女可能会受到伤害,甚至是死亡。"

 
 

谢顺海说,无论如何,这名14岁少女救祖母的英勇行为是值得钦佩的,特别是小小年纪的她愿意为保护至亲而不顾危险。

 
 

"我认为警方必须认真关注此事,并提升他们的服务表现,加强巡逻以打击罪犯,维持治安。现在连一名14岁的少女都必须冒着生命危险来保护她的家人,人民会如何设想我国的治安情况呢?可以肯定的是,这对我国警方的声誉也是一项打击。令人担心的是,其他的受害者在面对类似的事件时,可能就没有那么幸运而平安无事,因为现今的罪犯都很猖狂,甚至会伤人。"

 
 

 同时也是吉打州德卡区州议员的谢顺海医生说,除了警方应扮演其角色确保地方上的治安情况之外,地方政府当局也应确保各处街道灯火通明,以避免因为街道黑暗而令匪徒有机可乘。

 
 

最后,他也促国人应经常对周围保持警觉性,并确保住家门窗锁好,以避免匪徒可轻易潜入住家。

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr. Cheah Soon Hai expressed his admiration of a 14 year old teenager, Nurul Sahira Mohd Nawawi who fought off a robber from attacking her grandmother in Kampung SC Belt, Chenderong Balai near Teluk Intan.
 
“I can only express my admiration with the bravery of the young girl who was willing to go the distance to protect her grandmother from harm. However, it is indeed a really risky move as she might cause hurt or even death to herself had the robber decided to fight back.”
 
Cheah further said that nevertheless, this brave girl deserved a round of applause due to her willingness to sacrifice for her loved ones.
 
“I think that the police must really buck up their performance and patrolling in an effort to prevent crime. How will the public feel if a 14 year old girl is needed to protect her family instead of the police? Surely this is a massive wake-up call for the police for there might not be another victim who is so lucky to survive this ordeal due to the fact criminals are getting bolder and willing to commit murder just to protect themselves.”
 
Cheah, also Kedah Derga state assemblyman urged that while the police should play a front role in keeping our streets safe, the local authorities must also play their role such as ensuring streets are brightly lightened. This is because the house was dark due to the unavailability of electricity when the robbery took place.
 
Finally, he urged Malaysians to always be on alert of their surroundings and keep their doors and windows locked to prevent robbers from gaining easy access into the house.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr. Cheah Soon Hai voiced his concern about the recent increasing amount of accidents involving cars colliding into big vehicles in the emergency lane at highways including the case of 5 deaths in Slim River a week ago and yesterday case near Bandar Baru Bangi involving 1 death.

 
 

"Recent incidents involving cars colliding into the back of large vehicles like trucks at the emergency lane should serve as a reminder to the nation regarding the hazards of driving on the highways."

 
 

Cheah also Kedah Derga state assemblymen pointed out that one of the reason these accidents keep recurring is due to the lack of inspection and maintenance of these big vehicles. Therefore it is important for the logistic company to conduct frequent maintenance for their vehicles as it is being used to transport goods for a long distance almost daily.

 
 

"I think that another reason why these big vehicles suffered a flat tyre so often is because of overloading the capacity to carry goods. As a result, the tyres have to bear the extra weight of these items."

 
 

He also reminded companies not to use 'tayar celup' or rethreading tyres just because they want to save cost.

 
 

"Do not risk someone's life just because of the cost factor. Life is priceless and cannot be replacing once it's lost."

 
 

Finally, he urged normal road users not to speed on highways especially during the night because it is dangerous to themselves and other innocent road users as well.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai gives a 'thumbs up' for the recent government's proposal to convert all lighting bulbs in government buildings into LED-types.

 
 

Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui recently said that his officers are currently working on a plan to convert all light bulbs in Government buildings to energy-saving bulbs.

 
 

"This step taken by the government shows that the government is indeed serious in pursuing sustainable and clean energy while at the same time trying to bring down the expenditure in all government departments."

 
 

Regarding the usage of LED bulbs, Cheah also Derga state-assemblyman said that it has long been used in countries such as Japan where its LED street lamps saved 88% of the electricity used for normal bulbs.

 
 

"With savings up to RM 800 million annually, the government can channel these funds back to the people where it can be used to provide assistance other than developing the nation."

 
 

Although he acknowledged the higher price of LED bulbs compared to normal types, he said that the benefits will come in the long run as the electricity bill will come down.

Nevertheless he urged the government to find steps to reduce the price of LED bulbs to make it more affordable to the people as the first step.

 
 

"I think that the government should also run an awareness campaign to spread the message of benefits using the LED bulbs to the people. Other than that, an electricity bill sample could be published for the people to compare the rates respectively."

民政党中央环境、安全与生活素质局主任谢顺海医生称赞政府最近所提出的建议,即将把所有政府大楼的灯管换为发光二极管转LED灯泡。

 
 

能源、绿色工艺与水务部长拿督陈华贵最近说他的部门正在拟定计划以把所有政府大楼的灯管转换为更省电的灯泡。

 
 

"政府所采取的这一行动,显示政府是认真追求可持续发展与清洁的能源,而在同时也尝试把政府各部门的电费开销减低。"

 
 

同时也是吉打州德卡区州议员的谢顺海医生说,一些国家有如日本早已使用LED灯泡,在该国所使用的LED灯泡路灯也比普通灯泡节省高达88%所需的电力。

 
 

"每年可省下高达8亿令吉的电费,政府可把这些资金回馈给人民,以便在发展国家之余也可提供帮助有需要的人民。"

 
 

他说,虽然发光二极管LED灯泡的价格比普通灯泡更贵,但他说它所带来的减低电费好处将会是长久性的。尽管如此,作为开始的第一步,他建议政府设法把发光二极管LED灯泡的价格降低,以让更多人民负担得起来并使用。

 
 

"我认为政府应主办醒觉运动,以宣扬发光二极管LED灯泡的好处,让民众都能知晓。另外,当局也可以展示使用发光二极管LED灯泡前后的电费单的样本,让民众自已作比较。"

民政党中央环境、安全与生活素质局主任谢顺海医生对最近涉及摩托骑士因为摩托车撞向路上坑洞而导致交通意外伤亡事件不断上升表示关注。

 
 

"许多道路上的坑洞并未获得负责的当局妥当的修补,有一些甚至是长时间处在该处而没被修补。而在意外发生后,当局为安抚民怨才进行修补有关"杀人坑洞",可是伤亡事件却已经发生。"

 
 

同时也是吉打州德卡区州议员的谢顺海医生表示,有许多道路上的坑洞是属于人为的,特别是负责维修公共工程的当局并未给予充足的警示,以提醒摩托骑士有关正在进行的修补工程,结果就发生交通意外。也有一些因为仓促修补坑洞,以致路面变得不平,对摩托车骑士造成危险。

 
 

"到底还要牺牲多少无辜的生命,才能让负责的当局愿意采取迅速的行动修补各处破损的道路?"

 
 

他也表示,虽然说最近安装的自动执法系统是为了避免公路使用者超速以减少车祸意外,但我们也不要忘了路况及道路修补在避免交通意外上也是同样重要的。

 
 

"我认为负责的当局应成立一个特别工作队以在他们所管辖的道路上进行巡查,以确认那些需要进行修补的路段与坑洞。同时,我也希望当局能够设立一个简易的管道,让道路使用者对路况进行投诉,并应在接获投报后立即采取行动进行修补。"
