"这是政府的一项很好举措,毕竟一些国人有不良到的驾驶习惯,例如闯红灯及超速驾驶。自动执法系统不只是为了对付那些犯法的人,更是为了避免鲁莽的驾车人士在危害自己的生命之余,也同时危及其他无辜的道路使用者。"

 
 

在谈及另一项课题时,谢顺海也表示希望政府能研究也通过在罪案黑区及一些重要地区,拥有此自动执法系统来打击罪犯,而不只是单单为了交通违例事项而已。

 
 

同时也是吉打德卡区州议员的谢顺海医生说,尽管我国的交通意外率颇高,但与街头罪案,例如打劫及掠夺案相比下,它仍被视为次要的。

 
 

他这样说,是因为他接获了多宗投诉,指在其选区内多处经常发生沟渠铁盖被偷窃,然后被售予一些铁厂。

 
 

"这已是事态严重的现象,并危及了行人与道路使用者的安全。"

 
 

谢顺海医生强调警方应在这些铁厂附近安装闭路电视,以避免金属盗贼出售他们所盗取的物品。 而至于铁厂店主,他建议店主在申请营业执照的其中一项条件是,须在各自的厂前安装闭路电视以协助警方。

 
 

他最后促警方加强巡逻,以确保人民感觉安全。

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai welcomed the government's initiative to install the AES system to prevent road accident cases from escalating.

 
 

"This is a good move taken by the government since Malaysians are known for their notorious driving habits such as beating the red light and speeding. The AES does not only intend to catch those who break the law but to prevent potential reckless drivers from endangering not only their lives but also other innocent road users."

 
 

Speaking on another matter, he also expressed hope that the government would conduct a research on utilising the AES to fight crime other than traffic offences by installing it in crime hotspots and strategic areas.

 
 

Cheah, also Derga state assemblyman said that although traffic accident in Malaysia is high, it is being view to be a secondary priority compared to street crimes such as robbery and snatch thief.

 
 

This is said after he received many complaints from his constituents where there were plenty of iron rods covering the manholes been stolen and then sold at the iron foundry shop.

 
 

"This is a serious matter where it can be classified as a criminal offence and also the constant happening of this kind of action will cause danger to innocent pedestrians and other road users."

 
 

Cheah stressed that the police should install CCTV at these shops to prevent metal thieves from selling their stolen item. As for the shop owners, he suggested that one of the conditions for them to apply an operating license is to install CCTV in their respective units to help the police.

 
 

He finally urged the police to intensify their patrol in order to ensure the people will feel safe.

Gerakan's Enviroment, Security and Quality of Life Bureau Chairman, Dr Cheah Soon Hai expressed his support towards the proposal of issuing strata titles rapidly which was in the Strata Management Act tabled at the Parliament on Monday.

 
 

"This is a good step taken by the government in order to protect house buyers from unscrupulous developers. As the prices of houses are escalating, it is becoming a bigger issue for buyers."

 
 

Dr Cheah Soon Hai, who is also Kedah Derga state assemblyman commented that some have to save their entire life just to be able to purchase their own house. In case anything went wrong with the house, this will definitely put the buyers in trouble as they were left stranded with bank loans still to pay.

 
 

Regarding the issuance of strata title to residence in high rise units, Dr Cheah said that it is a good move for high rise owners usually have to wait quite a while to receive their strata titles. Some might not even get it if their developers did not proceed to apply from the government.

 
 

"The issuance of strata titles to house owners will bring much relief as they will be able to use it in case of refinancing or putting the house on sale. Prospective buyers will not want to buy a house with no strata title included."

"政府的这项举动是非常好的,这能保护购屋者免受无良发展商的欺骗。由于房价不断上升,对一般人民而言,购屋已是一项大课题。"

 
 

同时也是吉打德卡区州议员的谢顺海医生说,有些人必须储蓄一辈子才能购买房屋。如果该房子有任何问题,这肯定会对购屋者造成许多麻烦,因为他们将被银行房屋贷款所拖累。

 
 

针对高楼公寓分层地契尽速发出,谢顺海认同是个很好的举措,因为高楼公寓业主通常必须等上很久才能领到分层地契。部分业主甚至因发展商没向政府申请,而无法领取他们的分层地契。

 
 

谢顺海指出,尽速发出分层地契予业主将为他们带来很大的帮助,当他们打算再融资或出售房子时将可派上用场,因为有意购屋者不会想买一间没有分层地契的房屋

Hudud push in PAS-led states

 
 

PETALING JAYA: PAS will push for the implementation of hudud law in states where it has been given the mandate to rule, said the party'sulama chief Datuk Harun Taib.

He said the party should be able to implement hudud when given the mandate as it is in line with the principles of democracy.

"We go by the concept of majority support and majority rule that is enshrined in democratic principles," he added.

Harun said this in support of the party's spiritual leader Datuk Nik Aziz Nik Mat's comment on his blog that the implementation of hudud should not be delayed as it was a religious obligation and not an option.

The Kelantan technical committee, formed to discuss the implementation of the law in the state, is convening its second meeting soon to discuss the matter.

"We will discuss the terms of reference as well as proposed action and follow-ups," said committee deputy chairman Datuk Mohd Amar Nik Abdullah.

Mohd Amar said although Kelantan had passed the enactment 19 years ago, the state government had not been able to implement it due to objections from the Federal Government.

He added that the move to implement hudud had received support from former International Islamic University lecturer Dr Abdul Aziz Bari, who commented that the Constitution need not be amended in order to implement hudud.

Instead, hudud law could be placed within the jurisdiction of syariah courts.

Former PAS deputy president Nasharudin Mat Isa said there should not be a delay just because the public was ignorant of the law.

"It's not logical to wait for the public to understand a certain law before implementing it," he said, adding that until today, many of the public do not have full knowledge of the country's laws.

However, DAP chairman Karpal Singh criticised Nik Aziz's statement.

"The statement is devoid of any legal basis or rationality," he said, adding that Nik Aziz should not ignore the legitimate expectation of the public that all laws passed in Parliament must be reasonable.

"Parliament cannot recognise laws passed by the state assemblies which contravene the Federal Constitution," he added.

Karpal said non-Muslims were concerned over PAS leaders' consistent push for hudud.

Do not meddle in PAS' internal affairs, Karpal warned

 
 

KUALA LUMPUR: PAS has warned DAP chairman Karpal Singh to not interfere in its internal affairs although the party is part of Pakatan Rakyat.

PAS Dewan Ulama vice-president Datuk Mahfodz Mohamed said Karpal had no right to dictate what the Islamist party should or should not do as he was not a PAS member, an online portal reported.

Mahfodz, who is Johor PAS commissioner, said the party had its own leaders, who knew best how to run the party.

"It is up to us to make any decisions and I don't think any outsiders, be it Karpal or anyone else, should decide for us," Mahfodz said.

He was commenting on Karpal's statement that PAS should re-evaluate its position in Pakatan following the party's inaction against its former deputy president Nasharuddin Mat Isa recently.

Karpal announced last week that he would proceed with filing a defamation suit against Nasharuddin whom he claimed had accused him of being anti-Islam due to the hudud issue.

Mahfodz said: "As far as PAS is concerned, we want to be with Pakatan and to win the general election with them.

"There should be no issues about us deciding whether we should reconsider our position or not."

He viewed Karpal's statement as the chairman's personal view and not that of the DAP.

Nasharuddin was quoted as maintaining that Karpal is "anti-Islam" and declared that he was ready to meet him in court.

Pakatan leaders have distanced themselves on the issue with DAPsecretary-general Lim Guan Eng reportedly stating that the Karpal-Nasharuddin spat had nothing to do with the party.

PAS vice-president Salahuddin Ayub said the party had never raised any issues about its position in Pakatan.

 
 

伊斯兰党的坦诚

前几天,看到伊斯兰党领袖又在报章上发表强烈声明,不管行动党反对与否,伊斯兰党在民联执政州属落实伊斯兰法已是势在必行,甚至还不忌讳公开强调落实伊斯兰国是伊斯兰党从未放弃的终极目标。

我们应该赞扬并感谢伊斯兰党领袖的坦诚相待,至少他们有勇气承认一旦民联执政中央,该党要修改宪法落实伊斯兰法的议程,丝毫没有要掩盖即将推行伊斯兰法和伊斯兰国的事实。

此外,伊斯兰党领袖更是毫不留情当众警告行动党主席加巴星勿企图干涉伊斯兰党修宪落实回教法和伊斯兰国目标,公然以行动表明伊斯兰党执意落实伊斯兰政策的政治决心。

这对选民来讲算是公平了,因为至少选民还未作出决定投下手中一票时,已清楚知道伊斯兰党坚定不移的立场,不用再猜疑伊斯兰党获胜后会否落实伊斯兰法,因为摆在眼前的已是铁一般的事实,不管盟友再如何强辩也没有用。

除了加巴星一个人在外高喊反对伊斯兰国,其他行动党领袖至今仍避而不谈,就连平时口口声声反对伊斯兰国的高层领袖,这次也选择对伊斯兰党三番四次说要落实伊斯兰法和伊斯兰国一事,保持沉默不语,显然是担心得罪伊斯兰党,破坏盟友之间友好关系。

行动党领袖应该向加巴星多多学习,勇于提出反对伊斯兰法及伊斯兰国的看法,并公开针对伊斯兰党声称不曾放弃落实伊斯兰国目标,作出正面交代;而不是一味顾及自身的政治利益选择忍气吞声,还自欺欺人游说选民把票投给民联,甘于成为伊斯兰党落实伊斯兰法的帮凶。

值得关注的是,民联共同政策纲领《橙皮书》只字未提伊斯兰法或伊斯兰国,看来是因为盟友之间根本就无法在这个敏感课题达成共识,只好避而不谈。

在这种情景,民联之间的矛盾只会越来越激化,试问,到时候行动党又会否站出来作为非穆斯林,尤其是华社的保护使者?

既然伊斯兰党已表明要一意孤行寻求国会通过修改宪法,以落实伊斯兰法,那么,华社应该看出不管行动党或公正党再怎样反对都已改变不了局面,伊斯兰党将排除万难达成目标。

如果让伊斯兰党得逞的话,到时不单只修改国家宪法,也会修改国家奉行的民主制度,改由以伊斯兰法来治理国家。当然,这就要看广大选民是否要继续被民联领袖误导,还是要善用政治智慧,用选票否决回教党执意以伊斯兰法来治国。

Gerakan Head of Central Bureau on Environment, Safety and Quality of Life Dr. Cheah Soon Hai rebuked the use of handcuff on the 19-year-old girl who turned herself in to the police after she was accused of stepping on Prime Minister Datuk Sri Najib's photograph on Merdeka eve.

 
 

Dr. Cheah who is also Kedah Gerakan State Chairman and Derga state assemblyman said that it was hugely unnecessary for the police to do the handcuffing even after the girl voluntarily turned herself in without giving any resistance to the police.

 
 

"It was an unnecessary show of force by the police to handcuff the teenage girl who voluntarily turned herself in, my concern is that the intimidation and humiliation from the action will probably bring negative psychological impact to the teenager in the future," said Dr. Cheah.

 
 

Although the action was in accordance to the laws and proper procedures, Dr. Cheah still felt that the blunt and excessive demonstration of power on a grim manner by the police in this case is undermining the previous efforts by the police to get closer to the people and be approachable, and it will also discourage future suspects from surrendering themselves to the police.

 
 

"I hope the police will take in people views and make a better change to become more cordial and considerate to the people in the future," added Dr. Cheah Soon Hai.

民政党中央环境、安全与生活素质局主任谢顺海医生今日对警方向被指控于国庆日前夕踩踏首相拿督斯里纳吉的肖像后向警方自首的19岁少女戴上手铐表示遗憾。

 
 

同时也是民政党吉打州主席兼德卡区州议员的谢顺海医生说,警方对主动现身自首,同时并未有任何反抗的少女带上手铐是很多余的动作。

 
 

谢顺海医生表示:"警方通过为该名自愿前往警局自首的少女戴上手铐是完全没有很没必的。警方的这项举动,虽然有阻吓作用,但令人担心的是也会对这名妙龄少女带来日后无法磨灭的负面心理影响。"

 
 

尽管警方表明该举动是依据法律及正确的程序,谢顺海医生仍认为警方在此事件上所采取的行动过于严厉,将阻吓日后其他嫌犯前来向警方自首,这也破坏了之前警方为表现亲民所进行的各项努力。

 
 

谢顺海医生也补充:"
我希望警方能聆听人民的意见与心声,并作出必要的调整,以便在未来能对人民表现得更亲切与关怀。"

Rumour mill afire in Kedah

The Kedah Mentri Besar has been unwell since the fasting month and there is renewed politicking behind the scenes over the question of appointing an acting mentri besar.

THE Mentri Besar of Kedah is unwell and has been in and out of the Kedah Medical Centre over the last three weeks.

Datuk Seri Azizan Abdul Razak turned up briefly for the Raya open house at the Kedah palace on the first day of Syawal but had to skip his own Hari Raya do at his Seri Mentaloon official residence.

PAS officials have been quite secretive about the state of his health or even the reasons for his illness. His family has discouraged visitors. They insist he needs complete rest and only top party officials have been allowed to visit.

Even State Secretary Datuk Rasli Basir has not been able to see him although some said that is because Azizan and Rasli have not been on good terms for some time now.

When information is not forthcoming, the rumour mill takes over and accounts about his health have ranged from claims that he has been unable to stand or sit up to stories that his face has swelled up like a balloon.

Datuk Phahrolrazi Mohd Zawawi, the state exco member once seen as the man to succeed Azizan, was also in the dark about the condition of his boss.

"I honestly have no idea. It is like a top secret in the state. I heard one or two people were allowed to visit him but not me. What I know is what I read in the newspapers," said the state exco member who was at the centre of a power struggle to replace Azizan a year ago.

The powerful PAS secretary-general Datuk Mustafa Ali flew down to see Azizan on Thursday. He met briefly with state exco member Datuk Amiruddin Hamzah before proceeding to the hospital but did not meet anyone else in the party.

Mustafa's visit has led to renewed talk that an acting mentri besar may be appointed to fill in for Azizan during his convalescence.

It is said that the party's top trouble-shooter was despatched by the central leadership to assess the state of Azizan's health and to see if there is a need for some contingency measures. His Kedah visit has been very hush-hush and according to some, it was almost like a secret mission.

But Mustafa has insisted that it was a solicitous visit and said that Azizan is recuperating well.

"He over-extended himself during the puasa month. Now the doctors want to keep a close eye on him and make sure he does not skip his medication," he said.

Azizan's health has always been a sensitive topic for PAS and the issue of appointing an acting mentri besar is an even more sensitive topic for Azizan.

He has fought off moves for such an appointment and no one, not even party president Datuk Seri Hadi Awang, dares broach him on the matter.

Earlier, there were suggestions for a deputy mentri besar but Kedah's Constitution does not allow for such a post and the acting post is only permitted under special circumstances.

However, Azizan's devoted press secretary Helme Khalid has assured everyone that his boss is recovering and eager to get back to work.

This was earlier in the week. Yesterday, Azizan was absent from the state-level Merdeka celebration in Alor Setar. Instead, Datuk Taulan Mat Rasul, a syariah lawyer and the second most senior state exco member, represented him on the VIP stand.

During the mentri besar's official Hari Raya open house last week, Amiruddin represented the mentri besar. As a result, Amiruddin and Taulan are now viewed to be in line to fill the post of acting mentri besar should the need arise.

Quite ironically, the first time that moves to appoint an acting mentri besar started was during the fasting month last year after Azizan suffered a heart attack and was out of action for several months.

At that time, Phahrolrazi was regarded as the man to fill the post because he was the most senior state exco member after Azizan.

The relationship between Azizan and Phahrolrazi went downhill after that. Things between them deteriorated to such an extent that Phahrolrazi and another exco member Dr Ismail Salleh declined to take the annual pledge to renew their state exco term of office, leading to a mini political crisis for Azizan.

Taulan is uncomfortable about the speculation over the post of acting mentri besar.

He and Azizan go back a long way and he said: "Don't bring my name in please, we are together as a team."

Actually, it is Kedah civil servants rather than PAS leaders who are keen to have an acting mentri besar so that the administration can proceed a little more smoothly.

The last state exco meeting took place two weeks before Hari Raya. It was a brief meeting because the mentri besar felt unwell shortly after the meeting began.

According to Taulan, Azizan's present health problem began from a bout of food poisoning. The mentri besar had been very active at the start of the fasting month, going from district to district to break fast and pray with the people.

It was during one of these occasions that he was struck down by food poisoning and had to be warded.

As he was recovering in hospital, he contracted an allergy to some medication and things became quite complicated.

Azizan is quite a fighter and everyone expects him to get well. But the concern of PAS leaders is whether Azizan will be fit enough to lead the state in the general election.

A year ago, as rumours were raging on about his recovery from the heart attack, Azizan had turned up at the Kedah open house hosted by his party looking quite well, smiling broadly and turning on that kampung charm of his.

Today is Kedah PAS' open house at the party headquarters in Batu 9. Some are expecting the mentri besar to make a brief appearance and if he does, it will help quell rumours about his health and dash the hopes of those hoping to fill his shoes.
