首相署部長丹斯里許子根指出，大馬在2011年全球和平指數（GPI）的排名第十九；在亞洲則是排名第二，僅次於日本，甚至超越新加坡。
他在國會下議院總結感謝國家元首施政御詞時說，這意味大馬名列全球最安全的20個國家之中，全球共有150個國家參與排名。
"再加上，我國的排名逐年提昇，從2008年的第卅七名，在2009年躍升至廿六名，2010年第廿二名，去年擠入全球最和平的前20國。"
他也說，我國涉及不同種族，需要警方介入的毆鬥事件，在2008年是1千522宗、2009年是1千104宗、2010年則是1千零46宗及2011年則是減少至912宗。
他認為，一般人也可能發生毆鬥的行為，不過如果雙方來自不同種族則可能會備受矚目，其實不應該被視之為種族糾紛事件。
PSC ready with 22 recommendations on electoral reforms
KUALA LUMPUR (March 28, 2012): The Parliamentary Select Committee (PSC) on electoral reforms has completed its work and is ready to table its 22 recommendations in Parliament next week.
Its chairman Datuk Seri Dr Maximus Ongkili (pix) said after almost six months of deliberating, the committee will submit its report to the members of parliament on Monday.
The report is, however, expected to be tabled in the Dewan Rakyat sometime later in the week.
"This report is thorough and touches on key issues. There are 22 recommendations. Some were agreed upon, some weren't, but you will see that in the report," Ongkili told reporters after chairing a five-hour final meeting of the committee at Parliament today.
He said many issues were taken into consideration by the committee based on three principles — importance, urgency and possibility of implementation allowable within the legal and constitutional frameworks.
theSun had today reported that the nine-member panel had agreed on 16 out of the 22 issues raised by MPs from both sides of the divide.
Among the undecided issues were those about campaign period, postal vote for media personnel, overseas voting and political funding.
An insider had told theSun that some members favour a longer campaigning period of 21 days but some were only agreeable to 10 days.
Other matters include postal voting for media personnel but this was not agreeable as some felt that the intention of the PSC is to do away with postal votes.
It was also reported that the PSC had agreed on allowing political funding but the model to base it on was still to be decided.
However, Ongkili today refused to divulge the details of the report, saying the public should wait for it to be tabled.
"Some (recommendations) we agree to disagree, some were passed unanimously and others by majority. The details are all there," he said adding that the speaker will decide when the report will be tabled.
On demands by the Coalition for Clean and Fair Elections (Bersih), Ongkili said the group should not stage Bersih 3.0 until they have studied the contents of the committee's recommendations.
"I think we shouldn't pre-empt the report on the first instance, we have allowed them to meet us, a few of their members also followed us to our public hearings.
"To be honest, we received useful input from them. They should look at the report before any judgments are made," he said.
Bersih had threatened to stage another rally if its list of eight recommendations to reform the electoral system is not included in the PSC report.
Meanwhile, another source close to the PSC told reporters that a request by several members to have a minority report together with the main report was rejected by the PSC.
The request for a minority report was to address some issues such as the electoral roll and reducing postal votes as it was not up to the committee to decide on how to improve the electoral roll.
"The MPs should debate on the report, (the committee) can't just let one party dictate the issues being addressed in the report while the rest remain silent," said the source.
"Having a minority report is not against the Standing Orders."
The source added however that despite the request being rejected, it is understood that a strong objection against the format of the report is stated in its opening.

（吉隆坡28日讯）预料在下週一提呈国会下议院的选举改革报告，总共针对22个项目提出建议，以寻求国会议员的接纳。
选举改革遴选委员会主席拿督斯里麦西慕表示，选举报告在週一提呈后，会在週二宣读及辩论通过。
他指出，遴选委员会总共对选举改革事项，总结成22个项目。
他说，遴选委员会是基於重要性、紧急性及可行性3个原则，商討所有的事项。
选举改革遴选委员会经过5个月又25天，积极探討选举改革事宜后，终於在今天召开最后一天的会议。
今天的会议更经过6小时的冗长討论后，才敲定所有报告的细则。
5小组推改革措施
麦西慕指出，在过去半年中，遴选委员会总共进行了14次会议、6项调查及一次出访以瞭解其他国家的选举制度。
他说，委员会也设立5个小组，推动选举改革措施。
他表示，在此之前，遴选委员会也在去年10月3日向国会提呈中期报告，並提出10项建议，部份建议已被选举委员会接纳。
细读报告后再判断
针对净选盟表示，若无法满足所提出的8项诉求，將举行第3次集会，麦西慕希望，所有团体在细读该委员会的报告后再做出判断。
麦西慕承认，净选盟曾经在选举改革的问题上，提出良好的建议。
「即使不满意选举改革的结果，也应该理解我们所面对的挑战，毕竟我们只有6个月以进行这项任务。」
Statement in regard to the Kedah State Road Maintenance Trust Fund

The Barisan Nasional government is the government of the people. Although Barisan Nasional has lost the Kedah in 308, the federal government of Barisan Nasional still cares about the people, never forget the welfare of the people. In order to make sure that the road is safe and smooth for the road users, a big sum of allocations have directed to the Kedah state government for road maintenance.
According to the data released by the federal government and the state government, in three years time based on what was needed by the state of Kedah, the federal government has allocated RM221 million to the Kedah state government for the purpose of road maintenance, but that the state government only used RM75.74 million.

The allocation is not motivated by any political agenda, moreover it is a humanitarian assistance handed out by the Barisan Nasional federal government once it had acknowledged that the state government is incapable to fund itself with the amount needed, the Barisan Nasional government has given out assistance to help out on the livelihood problems of the state, providing timely help, to understand the needs of the people and to put the people first as the righteous model.
However the Pakatan Rakyat state did not managed properly the allocation given to them in accordance to the road maintenance plan as scheduled earlier to carry out road maintenance, resulted a the roads in the state are in a bad condition with potholes which is endangering.
Such a move is further instigating our suspicion towards the Pakatan Rakyat state government that the allocation for the urgent maintenance has been diverted to support the political advisory funds established by PAS and selectively using part of the allocation to carry out maintenance that will be giving political advantage to the party.
The people have the right to know and the Pakatan Rakyat state government is liable to reveal the truth about the whereabouts of the allocation to the people transparently.

3. Identify roads which are yet to be repaired? Reason why?

Money given by the Barisan Nasional federal government, the Pakatan Rakyat state government not just failed to carry out road maintenance, instead some of its supporters spreading rumors to attack maliciously on the Barisan Nasional government, the people have been deceived and thus blaming the Barisan Nasional MPs and state assemblymen.
Having no choice under the increasingly poor condition of the road urgent request has been made to the Ministry of Rural and Regional Development, Ministry of Housing and Local Government, Implementation Coordination Unit of the Prime Minister Department as well as the Muda Agricultural Development Authority (MADA) to solve the livelihood problems.
The additional allocation requested is not included in the RM221 million road maintenance handed out earlier. Pakatan Rakyat state government had accepted the RM221 million allocation and only carried out maintenance work selectively which shows that the state government politicized the humanitarian assistance given to them and desperately trying to divert the charges to Barisan Nasional.
Pakatan Rakyat leaders kept their hands folded with no repairing or maintenance works carried out to solve the livelihood problems after receiving a great sum of allocation, they contrived the people's needs by ignoring them and deposited the great sum of money into the newly founded Trust Fund of Road Maintenance by the state government, distorting the original intention that came along with the allocation.
The people of Kedah must be very anxious for a real answer.

国阵政府是人民的政府。虽然国阵在308大选失去了吉打州政权，国阵中央政府爱民如子，始终没忘记吉州人民的福祉。为了确保公路使用人民的道路安全和畅通，在2009至2011年间拨出大笔款项给吉州政府来维修州内道路。
根据中央政府与州政府数据，三年间根据吉打州的需求，中央政府总共拨出给吉打州政府2.21亿令吉供州内道路维修用途并已交付给吉州民联政府。惟吉打州政府只动用7574万令吉。

但是民联州政府没有妥善地处理该笔拨款，依据州内早前监定的道路维修方案去进行维修，造成州内道路千苍万孔，危象群生。
这些行动更让我们质疑民联州政府反而将这项支援民生的紧急维修拨款，转移去支持伊斯兰党建立政治势头的政治导问基金，选择性地动用一部份的款项在有利该党的政治利益下进行维修。
人民是有知情权的，民联州政府有义务把事实和真相公布，透明地向人民交待该笔款项的来龙去脉。
1. 详细说明需要修补的道路是那一些？
2. 说明已经动用该笔拨款修补的道路是那一些？
3. 列出还没进行修补的道路又是那一些？原因是甚麽？
4. 州政府在什麼時候成立道路維修信託基金?
5. 州政府几时把這笔巨额一億令吉的餘款存入該信託基金會?
6. 这项基金會是否有牵涉到60亿零吉维修道路的招标工程?
国阵中央政府给了钱，民联州政府不把路修补反而一些其支持者妖言惑众诬赖国阵政府，人民误信为真，向国阵国州议员指责。
在无可奈何，道路情况实在恶劣的形势下只好再次向中央政府三个部门如；乡村及区域发展部门，房屋及地方政府部门及首相署执行协调局(ICU)申请特别的紧急款项及慕达农业发展局(MADA)，以利解决民生问题。
以上的格外款项并不包过中央所给的2.21亿款项的道路拨款之内。民联州政府接收了这项2.21亿令吉拨款而选择性地进行维修已尽显其把人道义款政治化，竭尽所能转嫁罪名于国阵。
民联领袖把紧急解决民生问题的巨额款项到手后不进行拯救和维修工作，反而耐人寻味地违反了人民的需求，视人民为无物，把这笔巨额的馀款存入州政府所设立新的"道路维修信託基金"会里，扭曲了该项拨款的原来用意。
吉打州人民群众必定期待着这一个真实的答案！

民政党环境、安全及生活素质局主任兼吉打州德卡区州议员谢顺海医生今日呼吁大众踊跃支持2012地球一小时活动，届时大家可于晚上8时30分至9时30分期间，将所有的灯及其他不需用到的电源关上一小时。
他说，这项活动的意义在于提醒人民应爱护地球。他也说，爱护大自然需要大家的努力，我们应该减少浪费天然资源，避免自然环境遭到破坏。
谢顺海医生说，今年是第五个地球日，世界自然基金会将时间定于3月31日，由晚上8时30分至晚上9时30分。 参加这项活动的国家逐年增加，去年共有135个国家中的5251个城市参加了该项盛会，相较于2010年的126个国家，共增加了9个。
谢顺海医生说，"我们应减少电流的使用量以及避免浪费能源，这可以保护环境免受污染。我们应养成节省电源和天然资源的习惯，为保护地球献出一份力量"

朱笙鑫揭真相 光伏太阳能隐藏危机
（槟城26日讯）全球暖化造成冰川溶化成"不敢面对的真相"（inconvenient truth），先进国继续施拖字诀制止温室效应造成气候异常，在槟城发展的同时，州政府在宣传成功招徕德国公司投资光伏太阳能（Photovoltic）时，被指也有不敢面对的真相，公众对光伏太阳能只知其一，不知隐藏危机。
槟州首长林冠英在不久前，以"肮脏人目中只有粪"反驳指责光伏太阳能"肮脏"的说法，然而咬着光伏太阳能不放的槟州民青团，真的只凭空瞎捉及捏造真相？还是真有真相有人没说清楚？
一般民众都以为太阳能为绿色能源，然而太阳能无罪，一如稀土（rare earth）无罪般，令人避之三舍的却是，其排放的废料及处理方式才成为隐忧，一如没人可接受稀土厂在关丹设立，若光伏太阳能一如真相般曝光太阳底下，槟城人还要它吗？
中国浙江事故 全村人患癌
在首长公布从德国引进"博世"（Robert Bosch），在峇都加湾的一块80依格地建厂前，居林高科技工业园在数年前，也已开辟"第一太阳能"（First Solar）太阳能厂，然而却少人知情。只要从网络上按键搜索"光伏太阳能"关键字，就能出现光伏太阳能与污染扯上关系的资料，其中包括发生在中国浙江的光伏太阳能事故，造成全村人患癌、妇女不孕的后遗症。
生产过程排放7种有毒气体
槟州民青团公共投诉局主任朱笙鑫，即与外国研究机构联系后，才骇然发现这个真相，从投资槟城于2000年的光伏太阳能概念粗糙报告，及国外获取的专家报告，如美国国家太阳能光伏环境研究中心报告，开始抽丝剥茧发现，在生产光伏太阳能硅片过程中，排放至少7种有毒气体物质，其中一些与癌症及白血病等扯上关系。光伏太阳能不加严管发生的意外，也将酿成灾难事件，可杀人于无形。
从民青提供的2000年投资槟城（Invest Penang）报告第7面，即提及光伏太阳能带来的其中挑战是对鎘此类有毒物质的处理。朱笙鑫认为，有关报告只是从网络上捉取的表面资料，并说出光伏太阳能生产的危害性，惟没详细说明真相，这使到州政府在缺乏硬事实下，作出不智决策。
否决稀土厂无视太阳能潜在危机 朱氏责林冠英持双重标准
朱笙鑫指责林冠英在光伏太阳能及稀土厂事件中，没有奉行一致标准，在不信环境局报告、否决稀土厂时，却以光伏太阳能只要符合联邦政府环境局报告即可上路，所持标准不一，也无视光伏太阳能工业的潜在危机。
"林首长在环境局亮出绿灯允许稀土厂开入时，为何又选择相信环境局对光伏太阳能可能给予的批准信呢？即使是环境局提出报告，我们也要过目其报告内容及提出质疑及批评。"
发展蓝图不见光伏太阳能厂
朱笙鑫认为，林冠英以"随机性"决定槟州的发展，却没有依据规模大蓝图进行发展，他认为槟州政府有必要交代，在光伏太阳能厂是以什么依据来规划。
"林首长至今没有提出槟州的工业发展大蓝图，光伏太阳厂的规划又是出现在哪一些发展蓝图报告书呢？"
他甚至提出，在威北及威中的地方发展蓝图（Local Plan）出炉及公开展示后，威南这一块的地方发展蓝图却石沉大海般。
因此，他认为，槟州政府不该一味自我吹棒，以致罔顾槟州人民的生活素质。他说，在许子根执政槟城时，槟州的工业开始进入精工业，专注研发，同时在北马金三角经济发展共荣概念下，借居林高科技园与槟港口的交通便利，来达致双赢局面。
First Solar转进驻居林
他说，First Solar原拟进驻槟城，可是要求土地面积大，再来是发现其潜在危险性，不该毗近民居，所以通过与马来西亚工业促进局（MIDA）的合作将前者引入居林高科技园，借重当地联邦政府的重资及良好高科技工业及硬体设施进行管理。
他并非反对太阳能工厂，若它放在对的地方将为槟城带来利益，带来竞争力，否则将造成危机，不过他同时表示，光伏太阳能的经济效益不大。他认为，槟州政府在提倡透明化时，人民却对光伏太阳能的隐危机，蒙然不知，难道政府刻意隐瞒？
居林高科技园能 为何槟城不能？
相比居林高科技园，为何居林能，槟城不能？
朱笙鑫说，两者不能等同相比，其中居林高科技园开发面积高达1700依格，First Solar即占地225依格，与毗邻住宅保持距离，再来它是联邦政府的重大投资项目，同时建好健全工业安全系统，其硬体设施及高规格使它能面对意外事故。
没透露实际地点 恐建在住宅毗邻
可是州政府迄今只透露光伏太阳能选址峇都加湾，民众不知其实际地点，槟民青怀疑太阳能厂可能距即将完工的第二大桥不远，同时更可能与拟议中政府打造的中廉价屋及可负担起房屋计划的峇都加湾"桂花城"接近，万一发生漏毒等事件，附近居民可能在蒙然不知情况下中毒，成为受害者。
"光伏太阳能生产过程最令人可怕的毒气可夺人命于不知，在中国浙江袁花镇红晓村事件中，当地生产太阳能硅片的光伏太阳能厂晶科能源有限公司出现污染环境事件中，在全村人在出事后已发现得太迟。"
他获悉，在居林高科技园的第一太阳能厂的工人据称每半年需体检，说明工人安全必须做足，以免成为直接受害者。

Kedah Gerakan Chairman and Derga State Assemblyman Dr Cheah Soon Hai today slammed Kedah PR government for not fulfilling their promise. Dr Cheah was referring to the incident where a Datuk Kong temple and a Hindu temple in Sungai Petani were demolished last week.
Dr Cheah said that before PR took over Kedah state, they had promised that the event of tearing down temples will never recur, however, what we see now is the opposite. He also said that such action not only shows lack of credibility, it also shows that the Kedah PR government has no respect to other races and religions.
He said, "Sungai Petani Local Council is under the governance of the Kedah PR government, they actually demolished a Datuk Kong temple and a Hindu temple within one week and subsequently blamed BN for such incident. How can such a government be trustworthy?"
Dr Cheah who is also Derga State Assemblyman said, "A similar incident had happened last year during Wesak day where a Guan Yin temple was torn down despite intense protests by the devotees. On top of that, the last pig abattoir in Kedah had been shut down more than 1000 days, and there are no news to re-open it from the PR government as to date. The various act of the Kedah PR government led by PAS has showed that the government is apparently trying to Islamize Kedah by force."
Finally, Dr Cheah Soon Hai urges Kedah voters to see the true color of PAS and think carefully before casting their votes in the next General Election. He also reminded the voters to think if they are willing to give PAS another 5 years to implement Islamic policy to Islamize Kedah.

民政党吉打州联委会主席谢顺海医生针对双溪大年一所拿督公庙和兴都庙被铲平的事件表示愤怒，严厉谴责吉打州民联政府的行为。
谢顺海表示，民联政府在執政吉打州前，已經答應人民拆除宗教神廟的事件不會上演，不過，現在卻出現這樣的局面，这很明显看出民联政府不只言而无信，也极不尊重其他种族。
谢顺海说，"双溪大年市议会是民联政府管辖的机构，他们可以在一个星期内拆除拿督公庙和兴都庙，过后还嫁祸于国阵政府，这是非常不道德的，试问这样的政府能够让谁信服？"
也是德卡区州议员的谢顺海表示，"其实去年的卫赛节也有一所观音亭在信徒反对的情况下依然被铲平。此外，吉打州最后一个宰猪厂也已被关闭1000天了，可是至今仍没有重新开放的迹象。吉打州伊斯兰党政府很明显地正逐渐回教化吉打州。
他说，民联盟党是因利益结合的联盟政党，因此即使清楚知道，伊斯兰教化思想逐渐在吉打州内抬头，可是为了盟党的双边利益，他们不会去纠正反而会为伊斯兰党掩盖正相，扮演说客试图让非巫裔接受这些不公政策。
最后，谢顺海呼吁吉打州选民看清伊党真面目，在来届大选投票时要三思，是否还愿意给予伊党多5年的机会实施回教化政策。
针对吉打州道路维修信託基金会的文告：
国阵政府是人民的政府。虽然国阵在308大选失去了吉打州政权，国阵中央政府爱民如子，始终没忘记吉州人民的福祉。为了确保公路使用人民的道路安全和畅通，在2009至2011年间拨出大笔款项给吉州政府来维修州内道路。
根据中央政府与州政府数据，三年间根据吉打州的需求，中央政府总共拨出给吉打州政府2.21亿令吉供州内道路维修用途并已交付给吉州民联政府。惟吉打州政府只动用7574万令吉。

这是一项不含政治议程的拨款，更多的是国阵中央政府在确认了州政府没能力提供是项民生款额时的一项人道主义，支援拯救州内民生问题，雪中送炭，问需于民，以民为本的义款。
但是民联州政府没有妥善地处理该笔拨款，依据州内早前监定的道路维修方案去进行维修，造成州内道路千苍万孔，危象群生。
这些行动更让我们质疑民联州政府反而将这项支援民生的紧急维修拨款，转移去支持伊斯兰党建立政治势头的政治导问基金，选择性地动用一部份的款项在有利该党的政治利益下进行维修。
人民是有知情权的，民联州政府有义务把事实和真相公布，透明地向人民交待该笔款项的来龙去脉。
1. 详细说明需要修补的道路是那一些？
2. 说明已经动用该笔拨款修补的道路是那一些？
3. 列出还没进行修补的道路又是那一些？原因是甚麽？
4. 州政府在什麼時候成立道路維修信託基金?
5. 州政府几时把這笔巨额一億令吉的餘款存入該信託基金會?
6. 这项基金會是否有牵涉到60亿零吉维修道路的招标工程?
国阵中央政府给了钱，民联州政府不把路修补反而一些其支持者妖言惑众诬赖国阵政府，人民误信为真，向国阵国州议员指责。
在无可奈何，道路情况实在恶劣的形势下只好再次向中央政府三个部门如；乡村及区域发展部门，房屋及地方政府部门及首相署执行协调局(ICU)申请特别的紧急款项，以利解决民生问题。
以上的格外款项并不包过中央所给的2.21亿款项的道路拨款之内。另一个误导性的诬赖就是发生在 Taman Nuri/Taman Cenderawasih，民联村长及其支持者竟将州议员从中央房屋及地方政府部门争取到的拨款维修沟渠说成是由州政府及市政厅拨出的。这还是明明摆着联邦拨款的招牌为证，写着拨款是来自中央政府，只是由市政厅执行而已。这就是民联支持者低落的政治人格和道德行为，摆明是在欺骗当地居民。
民联州政府接收了这项2.21亿令吉拨款而选择性地进行维修已尽显其把人道义款政治化，竭尽所能转嫁罪名于国阵。
民联领袖把紧急解决民生问题的巨额款项到手后不进行拯救和维修工作，反而耐人寻味地违反了人民的需求，视人民为无物，把这笔巨额的馀款存入州政府所设立新的"道路维修信託基金"会里，扭曲了该项拨款的原来用意。
吉打州人民群众必定期待着这一个真实的答案！
首长，不如请个太阳能助理

正如槟州首席部长林冠英所说，如果谈到太阳能，眾所周知那是一种清洁能源。
不过，首长搞错了一件事，其生产过程中的排放物，并非如首长所说的"当然也是清洁无害的"。
晶矽（crystalline silicon）是制造光伏板的主要成份。晶矽则可分两类，一是单结晶矽（single-crystalline silicon），二是多晶矽（poly-crystalline silicon），都可用来制造光伏板。多晶矽生产是一个耗能的过程，会产生温室气体六氟化硫（sulfur hexafluoride），释放带毒副产品，比如四氯化硅（silicon tetrachloride）。
所以，在制造光伏板的课题上，有人关心制造商如何"理毒"，也是件合理的事。人民有保护环境的意识，愿意站出来质问，大力提倡环保的首长该感到欣慰才对。
不过，首长再次惯性的展示焦点转移大法，这次用"比毒"。他说："如果要比毒，莱纳斯稀土厂的废料岂非更毒。"这句话是否表示首长其实也认同制造光伏板过程也会排毒？
如果硬要扯进莱纳斯，那它们之间有个共同点，就是先进国享成果，污染都留在发展中国家。当然，那小小的安慰便是，发展中国家的外来投资数据增加了一点点。
这或许只是我的偏见，但英国驻广州总领事馆首席气候变化与能源领事韩天恩于2010年7月接受中国《南方日报》记者访问时就说，太阳能消费市场90%是在发达国家，而原料生产100%却在发展中国家，也就是说，把污染都留在了发展中国家。
污染留在发展中国家
无疑，太阳能是一种替代能源，欧洲国家政府都以优惠政策鼓励企业发展太阳能光伏板，及补贴民眾使用太阳能，但欧洲国家都不希望在国内生产多晶矽，而把生产线设在发展中国家。
上网一查，发现有种被称为"闭环改良西门子法"的产多晶矽方式，这技术基本上可满足环保要求。不知州内厂是否在使用这方式？
提出质疑，要求交待，并非就代表反太阳能、反环保、"肮脏"，说不定还可以提醒深信"太阳能是清洁能量，所以生产过程中的排放物当然也是清洁无害"这种逻辑的执政者。
反对党的监督，要被执政党看成"玩政治"也是没办法的事。
林冠英问："为何太阳能光伏生产商在槟城建厂会成为课题，但在其他州属例如马六甲则安然无事？ "
答案或许是，因为马六甲的反对党（行动党、民联）没有扮演好监督的角色。林冠英有时该抽空回马六甲调教调教他的马仔一番才可以。记得训导他们，遇到有违人民利益的事，该反的就得反。
至于首长所说的"只有肮脏的人，才看不到清洁的东西"，我也不多说了，只想回敬给首长林大人。

Gerakan Environmental, Safety and Quality of Life Bureau Chairman Dr Cheah Soon Hai welcomes the setting up of a Parliamentary Select Committee on Lynas. The government should suspend Lynas' operation immediately until the Parliamentary Select Committee has made its recommendation.
He said, "A Parliamentary Select Committee is crucial to show that the government is serious about health hazards issues and the safety and security of the people. The government should carry out educational fair about Lynas for the sake of creating awareness and right view of the project. To be fair to the experts and the government, the public should listen to the experts from both sides."
Apart from looking at the economical benefit brought by Lynas to the country, we should find a mechanism to minimize the harmful effects of having a rare earth plant. The public should not be over sensitive about Lynas nor focus too much on the issue of Lynas only. The environmentalists should look into other industries like solar panel and uranium technology. He also said that different groups should be allowed to visit Lynas in order to better understand the project.
"Approving the Lynas upfront of all risks will only create more suspicion of corruption in the project," Dr Cheah who is also Kedah Gerakan Chairman added.
He said, the Parliamentary Select Committee, Ministry and the relevant technical agencies such as AELB and Department of Environment should meet with representatives of NGOs, student groups and public to provide an explanation. The engagement will provide a better understanding of the project that prevents it to be manipulated by several parties with vested interests.

民政党环境、安全及生活素质局主任谢顺海医生欢迎政府成立一个国会遴选委员会来研究莱纳斯课题，并促政府在该国会遴选委员会作出任何决定前，即刻搁置莱纳斯的运作。
谢顺海医生表示，"政府成立一个国会遴选委员会来处理莱纳斯的议题是非常重要的，这个举动证明政府是真正关注人民的健康及安全问题。政府应该推出一系列关于莱纳斯的座谈会，以便让民众可以对此课题有所醒觉以及对该项计划有对的看法。同时，人民也应该聆听各方专家的意见，并对政府以及专家们公平。"
谢顺海也是吉打州民政党主席及德卡区州议员。他说，"除了看到莱纳斯为我国带来的经济效益，我们也应该寻找一个机制来减低拥有稀土厂的副作用。民众其实也不应该对莱纳斯课题过分敏感与过分专注。环保份子也应该关注他它环保课题，比如太阳能发电，核能科技等等。"
他也说，政府应该允许不同的组织参观莱纳斯稀土厂，以便让更多人对这个工程有更深入的了解。
他补充，"在那么多具有风险性的问题还未获得解答之前，就通过莱纳斯的运作只会让民众产生对该项工程是否涉及严重贪污问题的产生怀疑。"
该国会遴选委员会、有关政府部门以及相关技术机构如原子能执照局和环境部都应该会见各不同的非政府组织、学生组织以及公众，以正面提供他们一切必要的解释。这样的沟通将让人民对该项工程有更正确的了解，这也可以防止这个工程被一些拥有个人利益与议程者的利用。

7.再过不久，全国大选就要来了，人民将成为决定国家领导的"主宰者"，掌有权力选择人民代议士，以及州与国的政府。
8. 人民是"老板"，那么老板就应该对自己的"业务"与"生意"多加关注与一定的了解，要对过去的选择做评估，看看他们是否符合"老板"的意愿，还是他们经常都推出违反民意的政策，造成人民诸多不便与痛苦。此外，人民"老板"也应该对中央政府、州政府及地方政府的责任与权限也必须要有深入的认知，不可是非不分，更不可因一时的情绪影响，而做出错误的决定，错选了人民代议士和政府。
9.很多时候，出来大力反腐败贪污的政治人物最终也会落得深陷其中。想当初还在反对党时，这些政治领袖曾经出面积极抨击贪污腐败，可是今天当他们坐上了政府执政的位置，却很快地就卷入了贪污腐败事件中。这和台湾陈水扁的政治很相似，当初他竞选时曾经积极反贪污、反腐败，但最后却因贪污滥权而入狱。
10.我呼吁人民应聪明地分辨是非，选出真正有能力的人民代议士来为民服务，选出真正的好政府来治理我们的州和国家。

谢顺海医生感到好奇，公正党和民主行动党对于这件事情的看法和立场究竟是什么。到目前为止，公正党及民主行动党的领袖，从中央到吉打州，都对这事件保持沉默。
"他们的沉默表示他们默许这种安排，而这让他们显得像是伊斯兰党手上的一只棋子。"

别骂我"38"！
小学写作文常用"光阴似箭""日月如梭"等词，那时候感觉有点夸，但越吃越老感觉这形容词还真不是盖的，308政治海啸不知不觉已过4年！
在这4年里，我们看到首相纳吉马不停蹄的展开他的改革计划、如废除各种恶法、推行多项经改；民联方面除了派钱卖地之外、注重的还是入布宣言，印象最深的当属废除大道收费。
无论安华也好，林首长也好，他们的废除收费承诺无疑受到社会人士的力捧，不过令人纳闷的是，这诺言只涵盖中央掌握的收费大道，林首长自个儿的槟威海底隧道计划却对免收费概念一字不提，小弟比较笨、想破脑袋也想不通，为何远在布城的老计划您安先生林先生可以断言废除，眼前的隧道却以不影响大桥收入为由要贵过大桥收费？怎么不以身作则给点颜色中央看、起码"揸一下"纳吉也好啊！
说到民联承诺，相信大家还记得罗兴强先生的杰作，当年的"若火箭执政槟州，周末不收泊车费"让许多人受落，但一个画下黄漆就能经年累月赚取收入的泊车格都已变本加厉，白天收、午夜收、国庆日劳动节甚至最高元首诞辰也照收，试问那时刻需要维护维修、提升扩建的高速大道，要如何免费？若不是把用者付费转成全民负担、难道林首长在"唐山祖家"有金山银山可以补贴？
还有那杨顺兴先生于2008年10月提出的龙尾星光大道，如今星光依旧天上闪，大道却依然日日塞，别说诚如杨先生口中的"媲美新关子角"，4年来，一个解决龙尾塞车的方案也看不到、摸不到，连感觉都没有。幸亏谈了6年的树胶厂终于落实搬迁，不然来届大选不知要怎么说！
又如那阿依淡老城，大家难得迎来一位掌管房屋发展的行政议员（在东马，这位仁兄可要被称为部长），但在多个阿依淡大规模拆迁重建发展规划下，大家看不到一间廉价屋，说好的以民为本又不见啦？难不成阿依淡低收入朋友都要搬到Batu Kawan与光伏板（统称太阳能板）生产厂为邻？
OK啦，大家知道实际建设是有点吃力，我们就把包容变纵容，让火箭朋友更多的时间去慢慢思考，先来看看308后的两线制变得怎么样！
不久前，蔡总和林总的双王辩，本来是万众瞩目的前路窥探，岂知两位大哥各说各话，大家雾里看花也不知在前方等待我们的是两线制还是两种族制，最可怜的是，双王辩之后，大家谈的不是你我的前景，反而是热论拖车姐与BTC哥，朝野双方支持者在这哥姐身上花了数以吨计的口水，可能在外国人眼里，会佩服我们的思维方式：哥姐摆中间，国家前途放两边！
好不容易哥姐热温度不再，又迎来226反莱纳斯的滋事哥与飞腿哥！一时间，网络论坛面子书、巴刹茶楼咖啡店又淹满铺天盖地的口水，喧闹有余之下，那些说了算、骂了算、爽了算的"政治家"松了一口气，国家大事就让纳吉去唱独角戏！
再回头看看逼近眼前的回教法课题，在你不怕"四妻"、我不忧"割鸟"、他不担心强奸要四个人证的情况下，似乎悠然自得不当一回事，只见卡巴星老爷爷扮演起反对党里的反对党，不惜以身体对回教党的侵蚀作阻挡！星爷纵横政坛数十年，如果回教法真的不是那么一回事，他有必要扮黑脸与万人迷的林首长唱反调吗？
说到林首长的"万人迷"，其实也要"感谢"许多国阵领袖的"鼎力合作"，大家都知道林首长最喜欢口舌之争，你不和他吵，他会口臭难当但也无可奈何，就像许子根博士还没宣布不再上阵时，三不五时就被林首长拿来练靶，可一旦林首长发现许先生不再有攻击价值，马上转移目标，会计师就是会计师，完全不会浪费一丝丝！不过还有其他国阵领袖硬是要和林首长对着干，这除了自己变成蜜蜂窝之外，还不知不觉间成了林首长的造神推手。
谈完308，当然不会忘记38国际妇女节向女性同胞献花敬颂，当年许子根就只会蹲在28楼埋头苦干、不然就夜晚与欧美外资电谈商机，不懂做人要"IN"一点，少忙一些公务、多花一些心思，才不会有钱难买早知！#
