Gerakan Central Bureau on Environment, Security and Quality of Life Chairman, Dr. Cheah Soon Hai hoped that the AES system will be put on hold temporarily until all matters have been clarified.

 
 

"This current debacle between different parties in the AES system has lead to so much argument whether it's between the federal and state government or government and private sector. As a result countless rulings and orders have been issued by different parties."

 
 

Cheah highlighted that in his previous statement, he pointed out that the implementation of the much criticised AES system caused the four states under Pakatan Rakyat to suspend it in order to score points from the people. He questioned with only 14 AES cameras being installed, there were already so much noises from the public, what will happen if all 831 cameras being installed.

 
 

"We have even seen the AES cameras been vandalised to the point where the government is forced to install another camera to watch over the AES camera. This is indeed hilarious for the people as it makes no sense because the culprits will simply destroy the observing camera for vandalising the AES again."

 
 

Dr. Cheah, also Kedah Derga state assemblyman said that since there are even certain quarters calling for all previous AES issued summons to be rescinded, this is causing mass confusion to the people and certainly unfair to those who have paid up their summons.

 
 

"Another issue I would like to point out is that the government should not privatise the enforcement of the AES as this responsibility falls within the government's jurisdiction. In a country, only the government is entitled to enforce the law instead of other parties."

 
 

Finally, he repeated Gerakan's stand towards the AES where although it has a good intention, more studies need to be done including the legal requirements in order to prevent another fiasco from happening.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai expressed his disappointment towards the security on the streets of Malaysia after a convenience store chain was reportedly robbed 217 times in this year alone.

 
 

"This report shows that much more needs to be done to keep our streets safe, these robberies posed not only a danger towards the convenient store workers but to customers as well."

 
 

Cheah further pressed the police to increase their patrol in outlets prone to operate 24 hours that are most vulnerable to midnight robberies such as convenient store, cyber cafes and mamak restaurants.

 
 

"These are the areas where Malaysians tend to linger at night especially mamak restaurants where they would be with their friends late into the night. There were previous cases where the robbers were so bold that they robbed a mamak restaurant although it was filled with customers."

 
 

Cheah, also Kedah Derga state assemblyman said that tougher punishments should be given when robbers and snatch thieves were found guilty to prevent them from roaming the streets after a short jail-term.

 
 

"Many of these criminals are repeated offenders who did not feel any remorse for their actions and the trauma the victims have to go through for the rest of their lives. Therefore a tougher sentence should be given to pacify the uproar from the public and at the same time prevent them from taking the law in their own hands if they manage to apprehend a criminal. It is a common knowledge that the public is fed-up with the police incompetence and some even resort to extreme measures to safeguard themselves."

 

 

震惊便利店年内被劫数百次
谢顺海促对抢匪与掠夺匪加重刑罚

民政党针对今日报道指连锁便利店仅仅一年之内便遭抢劫217次感到震惊。民政党中央环境、安全与生活素质局主任谢顺海医生再次对我国治安表示失望。

谢顺海医生促警方应该立刻采取必要的应对措施，包括增加警力，以在那些营业24小时，并易在深夜遭抢劫的便利商店、网卡与嘛嘛餐馆附近进行更频密的巡逻工作。

"这些都是国人往往会于夜间光顾的地方，特别是能够让他们与朋友聚会至深夜的嘛嘛餐馆。早前也有多起案件，尽管嘛嘛餐馆当时仍坐有很多顾客，但抢匪仍胆大包天地进入抢劫。"

同时也是吉打州德卡区州议员的谢顺海医生说，政府是时候考虑修法，以对频频干案的抢匪及掠夺匪惯犯施以更严厉的刑罚，以免他们在服完短期的监禁刑罚后，再次在街上游荡干案。

"大部分的这些抢匪与掠夺匪罪犯都没有对他们的所作所为，以及对他人造成日后长久创伤有所悔意，因此当局应给予他们更严厉的刑罚，以安抚终日提心吊胆的民众，也同时防止民众在成功逮捕这些罪犯时动用私刑的情况。许多民众都对警方在对付街头罪案的工作感到不满，有者甚至须采取自保行动。"

民政党中央环境、安全与生活素质局主任谢顺海医生对安顺甘榜真德隆一名14岁少女努鲁沙希拉日前击退攻击她祖母的匪徒英勇行为表示钦佩。

 
 

"我对这名14岁少女勇敢保护她的祖母以免遭受匪徒的伤害而表达钦佩。尽管如此，那始终是一项冒险的举动，因为如果匪徒极力还击，该少女可能会受到伤害，甚至是死亡。"

 
 

谢顺海说，无论如何，这名14岁少女救祖母的英勇行为是值得钦佩的，特别是小小年纪的她愿意为保护至亲而不顾危险。

 
 

"我认为警方必须认真关注此事，并提升他们的服务表现，加强巡逻以打击罪犯，维持治安。现在连一名14岁的少女都必须冒着生命危险来保护她的家人，人民会如何设想我国的治安情况呢？可以肯定的是，这对我国警方的声誉也是一项打击。令人担心的是，其他的受害者在面对类似的事件时，可能就没有那么幸运而平安无事，因为现今的罪犯都很猖狂，甚至会伤人。"

 
 

 同时也是吉打州德卡区州议员的谢顺海医生说，除了警方应扮演其角色确保地方上的治安情况之外，地方政府当局也应确保各处街道灯火通明，以避免因为街道黑暗而令匪徒有机可乘。

 
 

最后，他也促国人应经常对周围保持警觉性，并确保住家门窗锁好，以避免匪徒可轻易潜入住家。

However, it is indeed a really risky move as she might cause hurt or even death to herself had the robber decided to fight back.”   Cheah further said that nevertheless, this brave girl deserved a round of applause due to her willingness to sacrifice for her loved ones.   “I think that the police must really buck up their performance and patrolling in an effort to prevent crime. How will the public feel if a 14 year old girl is needed to protect her family instead of the police? Surely this is a massive wake-up call for the police for there might not be another victim who is so lucky to survive this ordeal due to the fact criminals are getting bolder and willing to commit murder just to protect themselves.”   Cheah, also Kedah Derga state assemblyman urged that while the police should play a front role in keeping our streets safe, the local authorities must also play their role such as ensuring streets are brightly lightened. This is because the house was dark due to the unavailability of electricity when the robbery took place.   Finally, he urged Malaysians to always be on alert of their surroundings and keep their doors and windows locked to prevent robbers from gaining easy access into the house.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr. Cheah Soon Hai voiced his concern about the recent increasing amount of accidents involving cars colliding into big vehicles in the emergency lane at highways including the case of 5 deaths in Slim River a week ago and yesterday case near Bandar Baru Bangi involving 1 death.

 
 

"Recent incidents involving cars colliding into the back of large vehicles like trucks at the emergency lane should serve as a reminder to the nation regarding the hazards of driving on the highways."

 
 

Cheah also Kedah Derga state assemblymen pointed out that one of the reason these accidents keep recurring is due to the lack of inspection and maintenance of these big vehicles. Therefore it is important for the logistic company to conduct frequent maintenance for their vehicles as it is being used to transport goods for a long distance almost daily.

 
 

"I think that another reason why these big vehicles suffered a flat tyre so often is because of overloading the capacity to carry goods. As a result, the tyres have to bear the extra weight of these items."

 
 

He also reminded companies not to use 'tayar celup' or rethreading tyres just because they want to save cost.

 
 

"Do not risk someone's life just because of the cost factor. Life is priceless and cannot be replacing once it's lost."

 
 

Finally, he urged normal road users not to speed on highways especially during the night because it is dangerous to themselves and other innocent road users as well.

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr Cheah Soon Hai gives a 'thumbs up' for the recent government's proposal to convert all lighting bulbs in government buildings into LED-types.

 
 

Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui recently said that his officers are currently working on a plan to convert all light bulbs in Government buildings to energy-saving bulbs.

 
 

"This step taken by the government shows that the government is indeed serious in pursuing sustainable and clean energy while at the same time trying to bring down the expenditure in all government departments."

 
 

Regarding the usage of LED bulbs, Cheah also Derga state-assemblyman said that it has long been used in countries such as Japan where its LED street lamps saved 88% of the electricity used for normal bulbs.

 
 

"With savings up to RM 800 million annually, the government can channel these funds back to the people where it can be used to provide assistance other than developing the nation."

 
 

Although he acknowledged the higher price of LED bulbs compared to normal types, he said that the benefits will come in the long run as the electricity bill will come down.

Nevertheless he urged the government to find steps to reduce the price of LED bulbs to make it more affordable to the people as the first step.

 
 

"I think that the government should also run an awareness campaign to spread the message of benefits using the LED bulbs to the people. Other than that, an electricity bill sample could be published for the people to compare the rates respectively."

管换为发光二极管转LED灯泡

民政党中央环境、安全与生活素质局主任谢顺海医生称赞政府最近所提出的建议，即将把所有政府大楼的灯管换为发光二极管转LED灯泡。

 
 

能源、绿色工艺与水务部长拿督陈华贵最近说他的部门正在拟定计划以把所有政府大楼的灯管转换为更省电的灯泡。

 
 

"政府所采取的这一行动，显示政府是认真追求可持续发展与清洁的能源，而在同时也尝试把政府各部门的电费开销减低。"

 
 

同时也是吉打州德卡区州议员的谢顺海医生说，一些国家有如日本早已使用LED灯泡，在该国所使用的LED灯泡路灯也比普通灯泡节省高达88%所需的电力。

 
 

"每年可省下高达8亿令吉的电费，政府可把这些资金回馈给人民，以便在发展国家之余也可提供帮助有需要的人民。"

 
 

他说，虽然发光二极管LED灯泡的价格比普通灯泡更贵，但他说它所带来的减低电费好处将会是长久性的。尽管如此，作为开始的第一步，他建议政府设法把发光二极管LED灯泡的价格降低，以让更多人民负担得起来并使用。

 
 

"我认为政府应主办醒觉运动，以宣扬发光二极管LED灯泡的好处，让民众都能知晓。另外，当局也可以展示使用发光二极管LED灯泡前后的电费单的样本，让民众自已作比较。"

民政党中央环境、安全与生活素质局主任谢顺海医生对最近涉及摩托骑士因为摩托车撞向路上坑洞而导致交通意外伤亡事件不断上升表示关注。

 
 

"许多道路上的坑洞并未获得负责的当局妥当的修补，有一些甚至是长时间处在该处而没被修补。而在意外发生后，当局为安抚民怨才进行修补有关"杀人坑洞"，可是伤亡事件却已经发生。"

 
 

同时也是吉打州德卡区州议员的谢顺海医生表示，有许多道路上的坑洞是属于人为的，特别是负责维修公共工程的当局并未给予充足的警示，以提醒摩托骑士有关正在进行的修补工程，结果就发生交通意外。也有一些因为仓促修补坑洞，以致路面变得不平，对摩托车骑士造成危险。

 
 

"到底还要牺牲多少无辜的生命，才能让负责的当局愿意采取迅速的行动修补各处破损的道路？"

 
 

他也表示，虽然说最近安装的自动执法系统是为了避免公路使用者超速以减少车祸意外，但我们也不要忘了路况及道路修补在避免交通意外上也是同样重要的。

 
 

"我认为负责的当局应成立一个特别工作队以在他们所管辖的道路上进行巡查，以确认那些需要进行修补的路段与坑洞。同时，我也希望当局能够设立一个简易的管道，让道路使用者对路况进行投诉，并应在接获投报后立即采取行动进行修补。"

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr. Cheah Soon Hai is concern with the recent increasing amount of accidents involving motorcyclist colliding their motorcycles into road potholes.

 
 

"Some of these potholes have not been properly maintained by the authorities in charge. They can remain at one place for a long time without any restoration being taken. Only after an accident happened, the pothole was quickly repaired in order to appease the public uproar."

 
 

Dr. Cheah, also Kedah Derga state assemblyman said that some of these potholes are man-made when the utility companies and departments did not put adequate warnings to remind motorcyclist about the ongoing restoration up ahead. Some of them might just hastily restore the pothole upon completing their work, leaving it to be unstable.

 
 

"How many more innocent lives have to be lost before the authorities in charge are wiling to take action swiftly?"

 
 

He further commented that although the recently installed AES system was meant to prevent road users from speeding, one must not forget that road maintenance is equally important to prevent road accidents.

 
 

"I think that the authorities in charge should establish a task force team to patrol on roads under their jurisdiction to identify roads which are in need of repair. At the same time, in order to gain co-operation from the people, I hope that a simple and user friendly channel can be established for the people to voice their complaints on the road condition while at the same time action must be taken quickly upon receiving the report."

谢顺海劝林思年脚踏实地、为民谋利

吉打州民政党州联委会主席兼德卡区州议员谢顺海医生，针对吉打民联州行政议员林思年日前在报章指责民政和马华在州议会期间未对巫统议员要求管制酒业和娱乐业发声阻止事做出反驳称：

林思年企图利用造谣诬蔑性言论来颠倒事非，摸糊朝野议员所扮演的角色，转移视线以其掩饰自己的政治失误，推卸自己应该承担把伊斯兰教价值生活常态化的立法带给州内非伊斯兰教徒的责任。其实一路来民联的伊斯兰党都虎视眈眈欲落实其党章的终极目标，以教治国，以神权化生活，以教条主义妖化灵魂，所以在未执政时伊斯兰议员们都指责巫统未能将伊斯兰价值观立法融入常态化生活中。

在执政吉打州政府后，伊斯兰党议员们都纷纷提议加强应用爪夷文，然后加强管制广告及娱乐条例，把伊斯兰价值观融入常态化生活中。我当时曾极力发言反对，提议把原有的条例保留不变，不幸包括林思年在内和其他非穆斯林州行政议员都末扮演好政治角色，一致通过了一系列的苛刻条例。

林思年更凸显了他双面人的本质，针对吉州伊斯兰教顾问和宗教司理事会条款修正为2012年22A条款时在州议会上噤若寒蝉，推卸责任，使人民痛心疾首，后悔莫及。

谢顺海医生奉劝林思年，身为一位负责任的人民代议士应该脚踏实地为民谋利，展示本身的政绩，不是歪曲事实、误导人民来达到本身的政治议程。 其实任何人民代议士在议会内遇到不符合本身政治观点，应立刻据情反驳，而不是事后在外哗众取宠，捞起廉价的政治宣传。

民政党坚持一个马来西亚的原则，坚决反对"以教治国"分裂图谋。民政党全面增强宗旨意识，求真务实 ，始终保持以民为本的政治本色。

Sebagai anak dan rakyat Kedah DarulAman, saya dengan penuh hormat dan takzimnya menjunjung kasih kepada Yang Teramat Mulia Tunku Bendahara Kedah(Pengerusi Jemaah Pemangku Sultan Kedah)di atas perkenanya Yang Teramat Mulia menyampaikan Titah ucapan sempena perasmian mesyuarat bajet Negeri Kedah tahun 2013.

Tahniah diucapkan kepada YAB. Dato' Seri Azizan bin Abdul Razak, Menteri Besar yang telah membentangkan bajet 2013.

 

YB. Dato' Speaker,

 

Isu Pertama : Rumah Mampu Milik

 

Syabas diucapkan kepada Kerajaan Negeri yang prihatin, komited dan berjiwa rakyat mengambil berat mengenai pembangunan rakyatnya khususnya pembangunan perumahan untuk golongan berpendapatan rendah dengan memberi penekanan kepada persekitaran tempat tinggal yang kondusif di mana pada Februari 2009 YAB Menteri Besar Kedah dengan bangganya melancarkan 2 projek rumah kos rendah dan Rumah Mampu Milik iaitu Bandar Sejahtera Pokok Sena dan Bandar Tunku Puteri Pokok Sena tetapi sehingga ke hari ini masih belum dimulakan lagi. Selain daripada itu, Pada Februari 2010 YAB Menteri Besar Kedah dengan bangganya melancarkan satu lagi projek perumahan iaitu Apartment Kos Rendah sebanyak 660 unit di Taman Tunku Intan Safinaz, Bandar Darulaman Jitra yang akan dikendalikan oleh anak syarikat Bina Darulaman Bhd. tetapi selepas lebih kurang 2 tahun projek tersebut pun masih gagal dilaksanakan.

 

Sehingga Oktober 2011 terdapat seramai 25,759 orang yang telah memohon rumah kos rendah dan berdaftar dengan Kerajaan Negeri Kedah (rujuk jawapan dalam Dewan Undangan Negeri November 2011) tetapi sehingga kini tiada sebuah pun rumah kos rendah yang disiapkan oleh Kerajaan Negeri Kedah.

 

Disebabkan janji yang tidak ditunaikan, secara tidak langsung Kerajaan Negeri telah mengakibatkan kekurangan bekalan rumah terutama di Bandar Alor Star dan mempengaruhi kenaikan mendadak harga rumah. Saya bersedih serta bersimpati dengan golongan muda dan golongan berpendapatan rendah yang tidak lagi berkemampuan untuk memiliki rumah terutama di kawasan Bandar.

 

Saya menyeru Kerajaan Negeri supaya menunaikan janji-janji untuk menyiapkan projek perumahan tersebut agar dapat merealisasikan impian rakyat terutama rakyat miskin tegar di Negeri Kedah Darul Aman untuk memiliki rumah, janganlah menghampakan harapan mereka lagi.

Pohon dinyatakan bilakah Kerajaan Negeri akan mengeluarkan Dasar Perumahan Negeri?

Disini saya menyeru kerajaan negeri mengambil tindakan dalam mengawal harga rumah yang kian melambung tinggi dan semakin meningkat di Negari Kedah ini.

Isu Kedua : Projek Pembalakan dan Perladangan di Papua New Guinea

 

Pelaburan Pembalakan dan Perladangan di Papua New Guinea yang dilakukan sepatutnya menjamin pendapatan kepada syarikat dan Kerajaan, tetapi sebaliknya KCB tidak mendapat sebarang hasil daripada operasi projek walaupun perbelanjaan bagi bayaran goodwill dan mobilization berjumlah RM4.21(RM1.21 juta +RM3 juta) telah dibayar kepada vendor. Saya tidak mengerti kenapa mesti membayar goodwill sedangkan KCB juga perlu membayar harga belian sebanyak RM31.21 juta untuk 70% saham dalam MAS.

 

Saya turut bersimpati kepada YAB Menteri Besar yang mungkin telah menerima gambaran serta maklumat yang tidak tepat hingga menyebabkan beliau telah melakukan pelaburan yang tinggi sehingga mengalami kerugian yang besar.

 

Sepatutnya YAB Menteri Besar menjalankan siasatan dan kaji selidik yang terperinci terhadap projek ini bukan sewenang-wenangnya mempercayai kepada Pengarah Urusan sahaja. Saya mencadangkan supaya YAB Menteri Besar membawa kes ini kepada MAAC agar dapat menghukum orang yang tidak bertanggungjawab yang menyebabkan Kerajaan Negeri khasnya dan rakyat Kedah amnya mengalami kerugian yang besar itu. Semoga isu ini menjadi satu pengajaran kepada kita semua agar tidak terlalu mempercayai kepada seseorang.

Nak tanya pandangan Kerajaan Negeri,adakah terdapat kes penyelewengan dalam projek ini?

Isu Ketiga :Status Akreditasi KUIN

 

Saya turut bersimpati terhadap 7 graduan yang belum menerima ijazah walaupun

menghadiri Majlis Konvokesyen KUIN pada 17 September 2012 yang lalu atas

kegagalan KUIN bagi mendapatkan akreditasi untuk Ijazah Sarjana Muda

dalam pengajian Al-Quran dari Agensi Kelayakan Malaysia. Pihak KUIN membuat

permohonan kira-kira 2 minggu sebelum konvokesyen berlangsung sedangkan untuk

memproses permohonan Agenda Kelayakan Malaysia (MQA) mengambil masa

6 -7 bulan. Ini menyebabkan graduan terbabit tidak dapat menyambung pengajian

ke peringkat sarjana di IPT lain selain kesukaran untuk membuat permohonan

kerja dengan sektor awam.     

 

Kolej Universiti Insaniah yang dimiliki oleh Kerajaan Negeri sepatutnya memberi perhatian

 

yang serius terhadap perkara tersebut. Kejadian ini mencerminkan kelemahan pentadbiran

 

KUIN yang boleh menjejaskan imej baiknya selama ini. Janganlah menghampakan

aspirasi graduan terutama anak Kedah yang begitu bangga memilki ijazah dari Universiti ini.

 

Saya juga amat kesal dengan enrolmen pelajar dalam program ditawarkan,difahamkan dalam 12 program,langsung tidak ada pelajar manakala 20 program kurang dari 10 pelajar.

 

 

Isu Keempat : Krisis KCS memburukan pentadbiran

 

Tindakan Ahli-Ahli Majlis Pihak Berkuasa Tempatan Kedah berdemonstrasi di hadapan bangunan Wisma Darul Aman Alor Setar untuk mendesak Setiausaha Kerajaan Negeri Kedah berundur adalah tidak sesuai.

 
 

Parti politik tidak sepatutnya mencampur tangan atau mengganggu pentadbiran kerajaan, tetapi sekarang mereka telah mencampur tangan secara terbuka dalam kes ini. Biarlah KCS menyelesaikan masaalah KCS sendiri.

 

"Memandangkan Setiausaha Kerajaan Negeri Kedah adalah dilantiik oleh Sultan Kedah, tindakan untuk mendesak SUK berundur adalah seolah-olah tidak menghormati kuasa dan keputusan Sultan Kedah."

Seperti mana yang kita semua sedia maklum negeri Kedah tidak banyak sumber asli yang boleh menjana pendapatan.

air dan hutan sahaja.

 

Oleh itu sememangnya pihak kerajaan negeri memberikan lebih tumpuan serius kepada sector pelancongan. Jika diteliti dari segi bilangan kemasukan pelancong dan hasil yang diperoleh dalam sektor ini sejak tahun 2008 ia semakin merosot.

 

Contohnya Kawasan pelancongan Recrerasi Kampung Tradisional Melayu Gunung Keriang dimana bangunannya sehingga kini sampai terbengkalai. Ini adalah satu-satu kawasan yang cukup indah dengan alam semulajadi yang memang dapat menarik pelancong dan juga boleh menjana pendapatan kepada kerajaannegeri.

 

Adakah Kerajaan Negeri hanya menunggu bantuan daripada Kerajaan Pusat seperti yang berlaku di Pulau Langkawi?

 

 

Apakah langkah-langkah atau tindakan kerajaan negeri untuk menangani masalah ini?

 

Isu Keenam : Penyelenggaraan Jalan Negeri

 

Kerajaan pusat telah memberikan peruntukan RM116 juta kepada kerajaan negeri pada tahun 2012 dan sebanyak RM60 juta telah digunakan. Persoalannya, baki peruntukan RM46 juta berkenaan telah disalurkan ke mana?

 

 

 

Isu Ketujuh : Pusat penyembelihan kinzir

Saya ingin mendapatkan jawapan daripada kerajaan negeri berkaitan janji yang diberikan untuk membina sebuah pusat penyembelihan kinzir di Sg Tok Pawang. Apakah perkembangannya sehingga hari ini?

 

Isu Kelapan : Jawapan Mulut/Bertulis DUN

 

Nampaknya dalam buku Jawapan Soalan/Bertulis DUN,sudah menjadi trend terkini,kebanyakan ialah Jawapan tidak diberikan oleh Kerajaan sehingga sekarang/Jawapan akan diberikan kemudian.Ini menunjukan kerajaannegeri lari dari tanggungjawab.

 

Isu Sembilan: Isu Billboard

Berkaitan dengan isu billboard adakah selama ini menampakkan ke arah exploitasi imej kaum wanita yang memerlukan kerajaan negeri membuat syarat-syarat peraturan kecil.

Selama ini,papan iklan ini bukan satu masaalah besar,tak nampak kecacatan dimana pun.

Adakah peraturan kecil memantuhi undang-undang tempatan sedia ada?

Adakah ia akan berkuat kuasa diseluruh negeri Kedah atau hanya di Bandaraya Alor Setar.

Kenapa perlu dikenakan syarat-syarat pakaian keatas orang bukan Islam?

Mengapakah syarat-syarat tersebut hanya untuk kaum wanita,adakah syarat-syarat ini terpakai untuk lelaki?

Bagaimana dengan athelete-athelete lelaki,adakah perlu pakai seluar panjang.

 

 

Cadangan :

Untuk menamatkan ucapan penangguhan saya, bagi pihak ahli-ahli Yang Berhormat yang bersetuju dalam senyap-senyap, ingin saya mencadangkan supaya elaun semua ADUN dinaikkan memandangkan kos perbelanjaan hari ini yang semakin meningkatkan di samping keperluan kewangan semua ADUN dalam menjalankan tugas-tugas memberikan khidmat kepada masyarakat kawasan yang diwakili mereka dengan kebih berkesan.

哥市商場美髮店被指違例‧為異性理髮接罰單

 
 

 
 

（吉蘭丹‧哥打峇魯21日訊）女子理髮師替男顧客剪髮屬於違例，罰！

哥打峇魯市議會執法人員穿便衣，昨晚近9時在哥市KB Mall購物廣場一間美髮店外監視多時，最後開出罰單給業者，指該店女子理髮師違例為男顧客剪髮。

位於該廣場3樓的E-Life美髮店，女店東謝女士於2010年3月開始在上述廣場營業，第一年獲得一張臨時執照，可是，去年及今年更新執照不獲批，導致業者過去2年前後收到11張罰單，其中7張是違例營業、4張是為男顧客剪髮、洗頭等違規案例，前後繳付數百令吉罰款。

謝女士昨晚不在店內，當時是美髮店女職員王麗婷正為一名男顧客剪髮，正當清理身上的碎髮時，忽然冒出一名聲稱是市議會職員的便衣男子，開出罰單給她。

她表示當時在錯愕中收下罰單，事後覺得她為男顧客剪髮根本沒問題，而且當時就要收工了，為何還接罰單。

去年起不獲更新執照

她立刻致電女東主商量，隨後聯絡記者，揭發市議會自去年起，在沒有任何理由下，表明不會發出執照給業者。

她覺得滿腹委曲，雖然罰款由老闆娘繳付，但是心裡過意不去。

加上和她一起學習剪髮手藝的弟弟，基於擔心會連累東主收罰單，只好減少為女顧客剪髮，傭金大幅減少，弟弟收入減少熬不住，2個月前到柔佛州工作，讓父親感到不捨而悲傷。

已在這行業工作超過10年的她，希望市議會闡明，基於甚麼原因，不批出執照給業者？

"這裡是廣場，每月租金1萬令吉，成本很高。老闆娘選擇在這裡開店是因為有人潮，而且我們的店門相當通透，絕對可以看到職員為顧客剪髮、染髮的過程，不可能有不雅舉止。＂

有男顧客指定女職員
美髮師：不能拒絕顧客要求

王麗婷說，丹州政府強調不會把伊斯蘭教義強加在非穆斯林身上，她們也竭盡所能，確保女職員只為女顧客服務，但有華裔男顧客指定要女職員染髮、剪髮，她們不能拒絕顧客的要求。

"因為我們的底薪不高，根據服務次數計算傭金，才有多一點薪水。＂她說，由於市議會要求女客女剪、男客男剪，當弟弟在店裡實習時，女穆斯林一看到就避忌，要嘛不肯進入，不然就要弟弟在外面等她們剪完髮才可以進回理髮店。

"現在的顧客不只是剪髮，有些是上門要求修護、保養頭髮，所以顧客群真的不能只鎖定華印裔，也有穆斯林要求華裔女職員修髮、護髮，這裡有4間美髮院，競爭那麼大，怎能夠拒絕顧客的要求？＂

哥市會秘書：避免引社會議論
禁理髮師為異性理髮

哥打峇魯市議會秘書莫哈末阿尼斯受詢時表明，哥市議會堅持禁止理髮店同時提供男女理髮服務（UNISEX）。

他受詢時說，即使一些理髮店門面是採用全落地玻璃設計，理髮者與顧問之間互動是一目了然，不過，為了避免不必要的揣測、男女間產生的不雅舉動或引起別人的異樣眼光，哥市議會不允許理髮店提供上述服務，尤其是理髮師為異性理髮。

"我們希望避免這樣的舉動所引起的社會議論。＂此前，哥市議會甚至禁止理髮業者張貼女性美髮模特兒海報，理由是這些女性模特兒的海報不符合伊斯蘭禁止女性暴露身體部位的教義（tutup aurat）。

NO MORE FREE WATER: Income derived to be used for Kedah's development, says MB

ALOR STAR: THE Pas-led Kedah government is planning to charge DAP-run Penang government for its water supply.

 
 

This was confirmed by Menteri Besar Datuk Seri Azizan Abdul Razak, who was adamant over a proposal to charge Penang for raw water from the state.

 
 

Azizan also confirmed that a discussion over the matter had taken place between state water concessionaire, Syarikat Air Darul Aman Sdn Bhd, and its counterpart, PBA Holdings Bhd, of which Chief Minister Lim Guan Eng is chairman and Pas deputy president Mohammad Sabu, a director.

 
 

"Our officers have already proposed and discussed the matter with their counterparts from Penang.

 
 

"The income from the charge on raw water can be used for development purposes in Kedah," he said after the morning session of the state assembly's sitting yesterday.

 
 

On Tuesday, Azizan told the house that the state government was considering charging Penang for raw water when he tabled the 2013 Kedah Budget.

 
 

Asked on a statement by Lim that he was unaware over the Kedah government's proposal, Azizan said he had informed the latter about it over the telephone on Wednesday.

 
 

"Maybe, the water authorities in Penang have yet to present the matter to him (Guan Eng)."

State Industry, Investment and Housing Committee chairman Datuk Amiruddin Hamzah (Pas-Anak Bukit) said a government-to-government discussion over the proposal between the two Pakatan Rakyat states would take place next month in Penang.

 
 

He said state Local Government, Water Supply, Water Resources and Energy Committee chairman Datuk Phahrolrazi Zawawi would lead the delegation from Kedah to work out the charges.

 
 

Meanwhile, Bernama reports that Penang Water Supply Corporation general manager Jaseni Maidinsa said the corporation had yet to receive a letter from the Kedah government on the proposed charges.

Jaseni said should the Kedah government go ahead with the move, it would be violating "riparian water rights" which was an international law that prohibited anyone from imposing payments for naturally flowing water.

 
 

Penang Barisan Nasional (BN) secretary Datuk Seri Dr Hilmi Yahya said if the matter was not resolved quickly, it could lead to Penang people having to pay more for treated water.

民政党中央环境、安全与生活素质局主任谢顺海医生今日表示赞赏房屋与地方政府部最近修订1966年房屋发展法令（管制与执照）把房屋发展计划遭搁置的发展商列为一项犯罪行为。

"现在正是政府对有关违法的发展商采取执法行动的时候，因为购买房子往往牵涉到一个人的毕生储蓄。"

同时也是吉打州德卡区州议员的谢顺海医生表示，政府应介入以协助现有遭搁置的房屋计划，使之得以竣工，除了避免其沦为碍眼及吸毒者聚集的地方，同时也舒缓购屋者的负担。

"我建议政府应实施'先建后卖'的房屋发展计划，以提供另一层的保障予购屋者，因为通过这一方式将能鉴定哪些发展商是真正有能力完成房屋发展计划，并可避免房屋发展计划面对失败，购屋者的毕生积蓄也一夜泡汤。

他也表示，政府应提供更多的奖掖措施予发展商，以鼓励他们介入并完成遭搁置的房屋发展计划，为社会营造一个双赢的局面。

Gerakan Central Bureau on Environment, Safety and Quality of Life Chairman, Dr. Cheah Soon Hai commended the Housing and Local Government Ministry to deem it a criminal act on errant developers who abandoned their housing project under the recently amended Housing Development (Control and Licensing) 1966.

 
 

"It is about time the government start to use the stick on errant developers as buying a house involves one's life-saving."

 
 

Dr. Cheah, also Kedah Derga state assemblyman voiced that the government should step in to assist the completion of current abandoned housing projects to prevent it from being an eyesore and places for drug addicts to gather other than relieving the misery of the house buyers.

 
 

"I propose that the government implement the "build then sell" system to provide another layer of protection on buyers as through this system we can see which housing developer is truly capable to complete a project therefore preventing the possibility of it going bust within a night."

 
 

He also said that more incentives should be given out to private developers willing to step in to complete an abandoned housing project to provide a win-win situation for the society.
