Gerakan Environment, Security & Quality of Life Bureau Chief, Dr Cheah Soon Hai today expresses his concern over the repetition of severe road accident that often happens at the highway.  He also said that usually these accidents involve commercial vehicles like busses or lorries. 

 

"Hari Raya Puasa is just around the corner, meaning there will be a lot of cars traveling on the highway to balik kampong for the festive season, and it is crucial that the authority carry out the necessary action to minimize unwanted tragedy," said Dr Cheah.  He urges JPJ to strengthen their operation by carrying out roadblocks to check on commercial vehicle drivers on the road to ensure that they are fit to drive.

 

Dr Cheah Soon Hai who is also Kedah Derga State Assemblyman said "it is found that quite a considerable number of commercial vihicle drivers who are either too tired or too sleepy to drive, some even on drugs, this creates very high risks to other road users who abide by the law."

 

He urges all industry players to be careful in selecting drivers and to ensure that their drivers are healthy and conscious enough to drive before sending them off the road.  He also suggests that there should be at least two drivers per trip so that the one driving could be kept company as well as having a substitute whenever the main driver is tired.

民政党环境、安全及生活素质局主任谢顺海医生今日对于高速公路经常发生严重恐怖死亡车祸表示关注。他也指出，通常这些意外车祸都涉及商用交通工具，如巴士和罗里。

 

 

"开斋节即将来临，届时将会有很多人在这佳节期间返乡，高速公路上将会有大量的车辆行驶。有关当局应该在这紧要时刻采取必要的防范行动，以减少不必要的悲剧发生。"谢顺海医生说。他也呼吁陆路交通局展开路障行动，以检查商业交通工具司机，以确保他们的精神状态适合驾驶。

 

 

谢顺海也是吉打州德卡区州议员。他也说，"有不少的商业交通工具司机在驾驶时过于疲累或困倦，有些甚至吸毒，这对其他遵守交通规则的道路使用者而言是非常危险的。"

 

 

他也敦促所有业者在聘请司机时必须谨慎，并在行驶前必须确保他们是健康和清醒的。他也提议每趟行驶路程都有2位司机，那么当主司机疲劳时，另一位司机可以随时替代他的位置，继续驾驶。

民政党环境，安全及生活素质局主任谢顺海医生今天呼吁政府重新检讨将现有隐藏在门牌税内的固体废料收费另列账单的提议。他是针对某家本地中文报报导国家固体废料管理局策略主任的宣布而发表以上的言论。

 
 

谢顺海医生也是吉打州德卡区州议员。他表示，根据过去政府当局与英达丽水公司的经验显示，将固体废料管理费用从门牌税分割出来，很可能会导致废料管理费用的提升。

 
 

谢顺海医生说，排水管理费在过去是隐藏在水费单里的，然而，自从1994年政府将排污处理服务委托给英达丽水公司，以期能提供更佳的服务以后，排污费就被分割出来，成为另一个独立的排污账单。而我们所看到的是，被分割出来的排污费用，并不是和隐藏在水费单里时的价格一样，而是随着就增加的。

 
 

谢顺海医生说，"除非政府可以确保固体废料管理的费用不会像英达丽水那样调高费用，否则这将会带来另一轮人民的不满，而很可能会导致很多家庭不愿意支付这笔看似额外的费用，就像英达丽水公司目前所面对的困境一样。"
 

谢顺海医生的第二项顾虑是另列账单并不能确保固体废料管理服务效率的改进。如今整个社会正在面对着生活费不断提升而薪水迟迟不增的困境，谢顺海医生推测这项措施一旦实施，会有很多家庭不愿意支付这笔看似额外的费用。这种情况将会导致固体废料管理公司面临因无法收到费用，而导致无法正常运作的问题。一旦这种情况发生，不就完全违背了将固体废料管理费用另列账单的目的吗？

 
 

谢顺海医生也说，将政府延缓将管理费用付给固体废料管理公司的责任转嫁到劳苦大众的身上是很不公平的，政府应该做的是想出一个更好的办法将费用尽早交给固体废料管理公司，而不是以一个另列的账单来给大众制造更多不必要的麻烦。如果推行这项措施的目的是为了减少交付费用给固体废料公司的收费程序，那政府可以将缴费的工作委托给负责收取门牌税的地方政府当局来处理，与其将钱转到联邦政府那里再汇给固体废料公司，不如直接由地方政府交付给有关公司，这么一来，人民不但不必多付一张账单，而固体废料公司也可以省下另外开账单，然后寄发给家家户户的工作与费用。

Gerakan head of central bureau on environment, safety and quality of life, Dr Cheah Soon Hai today urges the government to reconsider the idea of segregating the bill for solid waste from the quit rent. He is referring to the report by a local Chinese press on the announcement of the matter by the National Solid Waste Management Strategy Chief yesterday.

 
 

Dr Cheah who is also Kedah Derga State Assemblyman said, based on the experience the nation has with the Indah Water Konsortium company whereby in the past, segregating the solid waste management charges from the quit rent is likely to end up in the increasing of the charge. 

 
 

Dr Cheah said, the sewerage management fee was once hidden in the water bill, however, in 1994, the sewerage management was separated from the water bill when the government awarded IWK the task to provide efficient sewerage system for the rakyat but ended up with the increasing of the sewerage charges.   

 
 

"Unless the government could ensure that the price of solid waste management would not increase like what IWK did, if not, this will only be another round of dispute between the rakyat and the solid waste management company where many would refuse to make their payment just like what IWK is undergoing since the past," Dr Cheah said.

 
 

The second issue which concerns Dr Cheah regarding the proposal of giving a separate bill on solid waste management is that this measure does not ensure better quality of service. Dr Cheah presumes that it is very likely many will refuse to pay for the solid waste management bill because it appears as an additional cost of living to them which is unsought for when living cost is already at the rise.  Such situation will end up in debts to the solid waste management company, it would be very difficult for the company to function when the company faces with financial problem. And this clearly defeats the purpose of segregating the bill from quit rent.

 
 

Dr Cheah also says, it is unfair to push the responsibility to the public to settle the issue of delay of payment by the government to the solid waste management companies. The government should think of a better way to transfer the fee to the companies instead of causing more hassle to the rakyat by introducing a new bill which is very likely to increase in fee as time passes. The government could easily delegate the task to make payment to the solid waste management companies to the local government who is collecting the quit rent on behalf of the government to transfer the portion of solid waste management fee to the related companies.

Referring to the statement made by the Deputy President of PAS, Mohamad Sabu who said that there would be BERSIH 3.0 if no electoral reform has taken place before the next General Election, Kedah Gerakan Chairman feels that the government should allow them to go ahead provided that they promise to fulfil certain conditions.

 
 

Dr Cheah said, BERSIH 2.0 rally has really made Barisan Nasional government in tight spot and looks bad. No matter how hard we try to explain people just won't  listen. Due to the time constraint and unclear pronounment, people just not accepting the reality of Merdeka Stadium is on renovation and its management has never agreed it to be the venue. Neither too the government has ever promised BERSIH 2 to be held in Merdeka Stadium .

 
 

Dr Cheah Soon Hai who is also Kedah Derga State Assemblyman, said Pakatan Rakyat has capitalized on the government going back on its words though it is actually not. Therefore action rather than words is needed to counter the lies. The government needs to demonstrate it really walks the talk that rally is allowed in stadium and silent its critics.

 
 

Dr Cheah Soon Hai is in the opinion that the experience from BERSIH 2.0 has taught the Barisan Nasional government a really good lesson that the government should just allow a rally to take place in the future if they can comply with the conditions, promise that the rally would be a peaceful one and they are willing to hold it in a stadium outside KL city.  Apart from that, they should also apply for a permit for assembly using a registered entity so that the rally would not be an illegal assembly.

 
 

From the look of it, it may seem that BERSIH 2.0 has a lot of supporters not just locally but also globally, however, we cannot undermine the silent majority who are anti BERSIH 2.0 in the society either. We do not want the repetition of BERSIH 2.0 in the future, thus, we sincerely hope that those who wish to hold a rally would go through proper procedure to obtain a permit for the activity whilst the government would allow such gathering to take place in a peaceful manner with the police around to ensure law and order of the event, said Dr Cheah.

民政党吉打州联委会主席谢顺海医生今天表示，经历了709净选盟集会，日后若再有类似的集会要求，而召集集会者也愿意遵循政府设下的集会条件，那么政府应该允许人民展开他们的集会。 谢顺海医生是针对回教党副主席莫哈末沙布发表若选举委员会在来届大选之前还没作出任何改革，他不排除马来西亚将会迎来第三个净选盟集会的言论发表以上的看法。

谢顺海医生说，净选盟集会已让国阵政府很难堪和形象受损。现在的局势已经发展到无论我们怎么向大众解释也没有人愿意聆听。基于时间上的限制以及宣布上的不明确，很多人都无法接受默迪卡体育馆其实正在维修当中，而其管理层也从来未曾答应过允许集会在默迪卡体育馆举行。而政府也确实不曾答应过709净选盟集会可以在默迪卡体育馆举行。 

谢顺海医生也是吉打州德卡区州议员。他表示，反对党已经对政府办事出尔反尔的表面现象抓着不放，而且还大做文章大事渲染，而事实上并非如此。为了理清真相，我们需要以行动而不是言语来揭穿这些谎言。政府必须要以行动来证明它是言行一致的，好让吵杂的批评可以平息。

谢顺海州议员认为709集会对国阵政府而言是一个很好的教训，未来若再有类似的集会要求，政府在召集者符合各项条件下，应该允许这种集会的进行，只要示威者答应整个集会是和平的以及不会在吉隆坡的体育馆进行。除此之外，主办当局也应该通过合法程序申请集会准证,以免让集会成为非法集会。

谢顺还也说，从表面看来，这一次的709净选盟集会得到的不只是本地大众的支持，就连在国外也有不少的支持者。尽管如此，我们也不能忽略那些反对净选盟集会，可是却不表态的沉默大多数群众。我们不愿意709集会在未来重演，我们希望那些想展开集会的单位，可以通过合法程序申请集会准证，而政府方面也应该考虑给予允许集会可以和平地进行，而警察方面也该扮演维持秩序与治安的角色，以让集会和平顺利进行。

谢顺海医生说，"州政府此举漠视了州内娱乐业者的需求和福利。这政策不但影响民众的生活作息，也削减了政府的税务收益。这次的回教化政策不仅引起民众不满的情绪，而且明显地对非回教徒不敬。"

 

既然州务大臣指那是国阵执政期间所制定的地方娱乐法令，那么由回教党执政的州政府应该仿效国阵过去的做法。国阵在吉打州执政时，在斋戒月期间会根据观察而作出调整，娱乐场所只在星期四晚上和星期五停止营业。在此事件上，吉打州务大臣的坚决态度，也显示由回教党领导的州政府不但傲慢，而且思维任性。州政府或许可以忽视政治批评，可是他们应该接纳人民的意见。

 

"更令人震惊的是，我在一个星期前揭露此禁令事件时，人民公正党的行政议员竟矢口否认。"谢顺海医生补充。今天所发生的事情，明显地表明吉打州民联州政府的无能和缺乏公信力。 

 

该政策于2011年5月4日在州行政会议讨论并通过，而州政府有关决策的指令于2011年6月2日传达予州内各县署。受影响的娱乐场所包括戏院、卡拉OK、迪斯哥和家庭式娱乐中心。

Dr.Cheah Soon Hai,slammed the PAS-led Pakatan Rakyat government of Kedah over the ban of all entertainment outlets in the state from conducting their businesses during the Muslim fasting month of Ramadan in August.

Dr.Cheah,who is also Kedah Gerakan chairman,said the state government was insensitive to the needs and welfare of the entertainment operators and the entertainment industry.
The
ruling not only affects the livelihood and also costs the government a cut of revenue. The enforcement not only shows insensitive and disrespect to the non-muslims community.

Since the Menteri Besar has claimed that the State Entertainment Enacment is there during Barisan Nasional tenure.Then Pas-led government should just emulate what the Barisan practised in the past.The time Barisan ruling in Kedah,the entertainment outlets only closed on Thursday night and Friday to observe the fasting month.The adamant attitude of Menteri Besar also shown that PAS-led state government is not only arrogant, but also wayward in the thinking.
The state government may brush aside the political critics, but they should taken the views of people.

"What is more shocking is the denials of PKR state executive councillors when the matter was first revealed by me one week ago" Dr.Cheah added.
The incident which happened today clearly showed the incompetence and lack of credibility of Pakatan Rakyat's government.

The ruling was first discussed and passed on the 4^th May 2011 State Exco meeting.A state government circular pertaining to the ruling was sent to all the district offices in the state on 2^nd June 2011.The affected outlets include cinemas,karaoke,disco jukebox houses and family entertainment centres.

The controversy policy that passed after the Pas-led state government took over the state three years ago,they are demolition of pig abattoir,operating hour of eatery after 3pm in Ramadan,difficulty in renewal of liquor and mah-jong licence,Jawi in signboard,15 minute hawker breaking time in praying time,separation of genders etc

"Their action lends weight to our fear that Pas is bent on using Islamic laws to administer Kedah. DAP and PKR, who are Pas partners, are ineffective and useless," said Dr Cheah.

吉打州政府在斋戒月期间，禁止所有娱乐场所业者更新执照，民政党吉打州联委会主席谢顺海医生就此事大表不满，并谴责此乃吉打州迈向回教州的又一实例。

谢顺海医生表示，吉打州高级行政议员巴羅拉茲澄清与陈楚江通电话的言论，明确表示有关娱乐执照在开斋月不获更新的事项，此事归县署权限。而在县署负责更新执照的官员也表示，他们只是依照州政府的指示办事而已。

谢顺海医生说，"可悲的是，吉打州公正党行政议员陈楚江却还睁着眼睛说瞎话，否认州政府有禁止娱乐场所业者于斋戒月期间更新执照。可是，另边厢，他的另一位公正党行政议员同僚林思年却认确有此事，而且负责更新执照的官员也表示他们只是依照州政府指令办事，这无疑是两名公正党行政议员在自打嘴巴，也证明陈楚江在说谎。我不明白的是陈楚江在事情发生后还蒙查查，至少林思年还略知少许。吉打州娱乐场所业者的执照必须每月更新，若实行该政策，这意味着他们在8月份将不能营业，这将为他们带来严重的困扰和不便，也影响了许多商家的生计。"

同时也是德卡区州议员的谢顺海医生说，"令人遗憾的是，以回教党为首的州政府内的非回教徒行政议员竟然无法为非回教徒争取应有的权利，反而一味地附和吉打州朝向回教州的目标迈进，罔顾非回教徒的应有福利。"

谢顺海医生也对陈楚江的说法表示谴责。他说，"难道这就是陈楚江当初强调的一州两制的局面？犹记得陈楚江一直强调一州两制并不会影响非回教徒，每一次都劝人民放心。同一个州要执行一州两制是不可能的，除非州政府愿意割出一个县，给于该县自治和自主权，拥有自己的行政权力。就像在中国和香港的一国两制。所以一州两制只是骗人的美丽谎言。回教党领导的州政府接二连三执行不利于人民的政策，如关闭宰猪场、卫塞节当天拆除观音亭、饮食中心在斋戒月期间必须在下午3时后才可营业，麻将执照事件、爪夷文、市政局的养狗执照，小贩十五分钟祈祷时间停业，男女分开坐等等，这种种的政策已严重地影响了人民的生活作息、生计、文化和宗教信仰自由。"

我还记得当年陈楚江还是州议员时，居林发生社团麻将执照更新被拒事件，陈楚江还鼓励我对外挑起这事件，和我里外内应，合作无间。今天陈楚江当了行政议员，好像换了座位，就换了头脑似的。

谢顺海医生表示，吉打州是个多元种族、多元宗教和多元文化的州属，可是以回教党为首的州政府却在公正党华裔行政议员和民主行动党州议员的全面"配合"下，持续执行不利于非回教徒的政策。他说，"这些政策对吉打州各族人民的生活带来许多负面的影响和不便，试问公正党和民主行动党的人民代表如何向于308大选中给予他们支持的人民交代？"

谢顺海医生强调，一个好的州领袖应为人民着想，而不是持续地打压人民，这只会引起民怨。

他呼吁吉打州政府撤除不良政策，避免造成人民生活不便。

Kedah Gerakan Chairman and Derga State Assemblyman Dr Cheah Soon Hai is suspicious of the intention of the coalition of BERSIH 2.0 for insisting to carry out a mass gathering in Kuala Lumpur.  He is in the opinion that it is not necessary that the event should be held in Kuala Lumpur, it could be held at other states, especially states governed by Pakatan Rakyat.

 

 

Dr Cheah says, "What sort of political agenda does the BERSIH coalition has for being so persistent to hold BERSIH 2.0 in Stadium Merdeka?  Why must they hold it in Kuala Lumpur instead of other Pakatan Rakyat's states? The Police Chief had also suggested BERSIH to hold the event somewhere far from the busy city center of Kuala Lumpur and do it in the Melawati Stadeum at Shah Alam, however, the highly persistent BERSIH coalition refuses to do so and insisted to hold it in Stadium Merdeka. The persistence of BERSIH coalition has triggered the curiousity of many."  

 

 

Dr Cheah suggests BERSIH 2.0 to postpone the date of the event, given that the current situation is rather intense and the event may not be a success, why don't BERSIH 2.0 delay the date of the event in order to give itself more time to prepare and apply for permit so that the gathering could be carried out smoothly. 

 

 

Dr Cheah who is also the Derga state assemblyman said, "The BERSIH coalition had been fighting endlessly over the issue of the rally and had been trying to magnify the issue even further.  Their motive of doing so is none other than diverting the attention of the public away from the sensitive issues involving the opposition leaders. 

 

 

Dr Cheah also urges the BERSIH coalition to either cancel or postpone the date of the event for the sake of the public, this is to avoid unnecessary social unrest and any unwanted injuries.

民政党吉打州联委会主席谢顺海医生对于净选盟坚持要在吉隆坡举行集会一事大表质疑。他认为净选盟可以选择在其他州属举行集会，特别是民联执政的州属，而不一定要在吉隆坡。

 

 

谢顺海医生说，"净选盟坚持要在默迪卡体育馆集会到底有什么政治目的？为什么他们不在民联执政的州属举行集会，而坚持要在吉隆坡？全国总警长也建议净选盟远离繁忙的吉隆坡市中心，到雪州沙亚南美拉华蒂体育馆举行大集会，可是净选盟却冥顽不灵，坚持要在默迪卡体育馆。净选盟一而再，再而三地坚持，其动机实在令人可疑。"

 

 

谢顺海医生也建议净选盟展期举行集会，不一定要在7月9日。鉴于现在如此紧张的局势，净选盟也未必能成功举行集会，倒不如挪后集会日期，以便有充足的时间筹备和申请准证，让集会顺利举行。

 

 

谢顺海医生也是吉打州德卡区州议员。他说，"在这一个月内，净选盟一直纠缠于集会一事和企图扩大该项课题。他们如此做的目的其实也就是为了转移人民视线，使到反对党领袖牵涉的敏感课题都逐渐被模糊了，大家的焦点都放在净选盟集会上，而忽略了许多反对党的课题。"

 

 

 

谢顺海医生呼吁净选盟站在人民的立场设想，取消或展延集会日期，避免造成社会不安宁，也避免让人民受到任何损伤。

搞情绪及具煽动意味的示威游行往往容易失控，甚至无法在发动者或主办当局的掌控之中。和平示威或抗议行动演变为暴力骚乱的事件比比皆是。也许主办当局的目的和意图是单纯的，然而一旦示威游行发动起来，在过程中往往会出现一些无法预知的状况，甚至连主办当局也无法完全的主导局势。一旦局势失控，本意及动机良善的示威游行随时可能演变成暴力骚乱。更何况一旦示威游行遭有心人在幕后操纵，后果简直不堪设想！

本月上旬发生在中国广东省增城的四川民工骚乱事件即是一个最近的例子。原本是一起普通的四川妇女非法摆摊遭警方取缔，之后被警方推倒，引起四川民工的愤怒，不料最终却引发上万人的打砸烧抢的大骚乱。幕后是否有人唆使，外人无法得知。不过，整个事件在发生的过程中失控，最后变成暴力事件，这是事实。

最近干净及公平选举联盟计划在7月9日举行街头游行，要求选举委员会履行公平的选举，并准备向国家元首递交备忘录。该组织并号召人民支持响应，走上街头。这个组织的作法不符合我国的国情。我国是一个多元种族及多元文化的国家，政治形势相对复杂。不论是任何一个组织企图发起示威游行，都有可能遭有心人利用，导致出现"状况"，以致失控，甚至可能将国家引向动乱。

自从该组织传出要举行游行的消息后，巫青团也扬言要举行集会，更有什者，土权组织甚至"要华人开始屯粮"，明显带有煽动及威胁的意味。示威游行还没有开始，"状况"已经连连。不难想像，一旦真的展开示威游行，我们根本无法预测会发生什么事？

警方已拒绝发出准证给该组织举行游行活动，首相纳吉及内政部长希山慕丁也已发出警告，该组织的领导人安比嘉应该见好就收，不应发动极有可能会引发动乱的游行。毕竟我国是民主国家，要陈情表达公平选举的诉求还有许多管道，不应采取足以影响社会秩序的示威活动。

有关游行活动及集会已被警方定性为非法集会，人民应该谨慎，尤其是年轻选民及学生，避免参与非法集会，以免遭某方面利用，无故卷入政治的是非漩涡！

民政党吉打州联委会主席兼德卡区州议员谢顺海医生今天抨击民联嚣张的言论，尤其是林吉祥发表呼吁大众支持净选盟709集会，并夸大其词地说民联可以在下一届大选中夺取11个州政权。

 

谢顺海医生说，"民联及林吉祥等人一方面要人民支持净选盟，另一方面又说他们可以在来届大选中夺取11州政权，他们到底想表达什么？他们的意思是选举委员会是公正的还是不公正的？"可见他们的言论和立场是极其矛盾的。

 

谢顺海表示，民政党的立场由始至终都是坚决反对街头示威。民政党要强调的是双方坦诚地对话或举行会议，才是最佳的解决问题方式。他也说，如果选举委员会真的那么不干净与不公正，那么民联是怎么能在308大选的时候，赢得了5个州的政权，以及赢得超过三分之一的国会议席呢？
