Independent Police Complaints and Misconduct Commission is needed, urged Gerakan

Gerakan Head of Central Bureau on Environment, Safety and Quality of life cum Kedah Gerakan Chairman Dr Cheah Soon Hai expresses his disappointment and regrets when he refers to the dispute between a youth and policeman which took place in Ipoh last week, the event ended up with both pointing fingers at each other.  Dr Cheah finds that repetition of such incident is will only further tarnish the image of our country.


 

Dr Cheah said, "Base on the case, normally there will be unhappy emotions when policemen were requested to show his police ID, and whenever such incident happens, senior police officers will come forward to clear the dispute. However, from the perspective of the people, they would always feel that the officer favors and protects the subordinates. That's why policemen hardly gives any positive impression to the people, sometimes they even get disappointed with the police."


 

Dr Cheah who is also Derga State Assemblyman urges the government to reconsider setting up an Independent Police Complaints and Misconduct Commission ("IPCMC") to govern the behaviour of the law enforcers.  He said, "Clashes between commoner and policemen always happen, the police force feels that rakyat are arrogant while rakyat blames the police for their failure to protect the public due to its incompetence. It is believed that the unnecessary misunderstanding between people and the police force could be relieved by setting up the IPCMC."


 

Dr Cheah said, "Our previous Prime Minister Tun Abdullah Badawi attempted to set up the IPCMC, now it's time to reconsider it to strengthening the enforcement to protect the image of the Police force and regain the confidence of the public towards the Royal Malaysian Police.

民政党环境、安全及生活素质局主任兼吉打州联委会主席谢顺海医生对于日前怡保一名华裔男生和警方发生冲突,并互相指责的事件大表失望与遗憾。谢顺海医生认为类似事件接二连三发生,这会严重影响国家形象。

 
 

谢顺海医生说,"从案例看来,经常在民众欲向警员查证其警员身份时,常会发生不愉快事件,而每次警民冲突事件发生后,警方高层会挺身出面澄清相关事件。可是站在人民的立场,他们都会认为该警官在偏袒和维护下属。因此,人民会对警方的形象产生不好的印象,甚至感到失望。"

 
 

谢顺海医生也是吉打州德卡区州议员。他吁请政府重新考虑成立警察投诉与行为不检委员会(IPCMC),以有效地管制执法人员的行为。他说,"警民冲突事件时常发生,警方认为人民傲慢无礼,人民则责怪警方无能,没有好好保护市民。透过成立该委员会,相信能缓解警民之间的误会。"

 
 

谢顺海医生说,"前任首相阿都拉曾倡议设立警察投诉与行为不检委员会,现在是否应该重新考虑以加以实行,以维护警方的形象,并让人民重新建立对警方的信心。"
