Kedah Gerakan Chairman and Derga State Assemblyman, Dr Cheah Soon Hai today slams Pakatan Rakyat especially DAP Lim Kit Siang for its boastful statement that it will take over 11 states in the next general election while asking the public to support BERSIH 2.0. 

 
 

Dr Cheah Soon Hai said, "One hand they asking the people to support BERSIH, on the other hand they said they can win 11 states in the 13^th General Election, so what are they trying to say?  Are they implying that the Election Commission is clean or not clean?"

 
 

Dr Cheah Soon Hai said that Gerakan's stand is always against demonstration on street and stress that the best way to resolve problem is still dialogue or roundtable meeting between the two parties.  He also said, if the Election Commission is really that unclean, how did Pakatan Rakyat win 5 states and over 1/3 of Parliament during the previous election in 2008?

                吉打州政府日前规定若清真餐馆或咖啡座以回教徒顾客居多，那么斋戒月期间必须下午3时后才可开始营业。民政党吉打州联委会主席谢顺海医生对此制度发出声明，认为该制度不适用于我们多元种族的社会。

 
 

                谢顺海医生说，"若吉打州实行该项制度，这显然地已走向回教化，可悲的是陈楚江行政议员还要推卸责任，把此不合理的政策推给前朝国阵政府，可是事实胜于雄辩，国阵执政期间并没有实行这类制度。国阵执政时是以开明的执政方式，没有强制实行任何足以影响各族人民生活作息的制度，因为国阵明白这样的制度，只会造成人民生活上的不便，并不会带来任何益处。"

 
 

                谢顺海医生认为，如果吉打州政府一意孤行，实行该项制度，那么受到影响的将会是一群无辜的商家，尤其是非回教徒商家。该制度不但会造成民众生活上的不便，甚至会影响商家的收入。我国是多元种族社会，所以民众不应在宗教课题上受到任何不利的影响。

 
 

                同时也是吉打州德卡区州议员的谢顺海医生说，"我很纳闷为什么身为吉打州华裔事务行政议员的陈楚江没有为非回教徒争取利益，反对该项制度？虽说该制度是很久以前就已经制定，但在国阵执政期间并没有实行该制度。陈楚江赞成该项制度，是否说明他支持或鼓励吉打州回教化？"

 
 

                最后，谢顺海医生呼吁吉打州政府撤销该项制度，以免造成人民生活上的不便，衍生多项事端。

Gerakan Head of Central Bureau on Environment, Safety and Quality of life cum Kedah Gerakan Chairman Dr Cheah Soon Hai expresses his disappointment and regrets when he refers to the dispute between a youth and policeman which took place in Ipoh last week, the event ended up with both pointing fingers at each other.  Dr Cheah finds that repetition of such incident is will only further tarnish the image of our country.

 

Dr Cheah said, "Base on the case, normally there will be unhappy emotions when policemen were requested to show his police ID, and whenever such incident happens, senior police officers will come forward to clear the dispute. However, from the perspective of the people, they would always feel that the officer favors and protects the subordinates. That's why policemen hardly gives any positive impression to the people, sometimes they even get disappointed with the police."

 

Dr Cheah who is also Derga State Assemblyman urges the government to reconsider setting up an Independent Police Complaints and Misconduct Commission ("IPCMC") to govern the behaviour of the law enforcers.  He said, "Clashes between commoner and policemen always happen, the police force feels that rakyat are arrogant while rakyat blames the police for their failure to protect the public due to its incompetence. It is believed that the unnecessary misunderstanding between people and the police force could be relieved by setting up the IPCMC."

 

Dr Cheah said, "Our previous Prime Minister Tun Abdullah Badawi attempted to set up the IPCMC, now it's time to reconsider it to strengthening the enforcement to protect the image of the Police force and regain the confidence of the public towards the Royal Malaysian Police.

民政党环境、安全及生活素质局主任兼吉打州联委会主席谢顺海医生对于日前怡保一名华裔男生和警方发生冲突，并互相指责的事件大表失望与遗憾。谢顺海医生认为类似事件接二连三发生，这会严重影响国家形象。

 
 

谢顺海医生说，"从案例看来，经常在民众欲向警员查证其警员身份时，常会发生不愉快事件，而每次警民冲突事件发生后，警方高层会挺身出面澄清相关事件。可是站在人民的立场，他们都会认为该警官在偏袒和维护下属。因此，人民会对警方的形象产生不好的印象，甚至感到失望。"

 
 

谢顺海医生也是吉打州德卡区州议员。他吁请政府重新考虑成立警察投诉与行为不检委员会（IPCMC），以有效地管制执法人员的行为。他说，"警民冲突事件时常发生，警方认为人民傲慢无礼，人民则责怪警方无能，没有好好保护市民。透过成立该委员会，相信能缓解警民之间的误会。"

 
 

谢顺海医生说，"前任首相阿都拉曾倡议设立警察投诉与行为不检委员会，现在是否应该重新考虑以加以实行，以维护警方的形象，并让人民重新建立对警方的信心。"

Kedah Gerakan Chairman Dr Cheah Soon Hai today criticized the mass gathering of BERSIH 2 in Kuala Lumpur to be a complete slapstick comedy which is totally meaningless.

 
 

Dr Cheah feels that the event is part of Pakatan Rakyat's plot to create an illusion, mainly to give foreigners a false impression that Malaysian politic is in a huge mess.

 
 

Dr Cheah said, "If Pakatan Rakyat feels that the Election Commission of our country is unfair, then how did Pakatan Rakyat manage to win the political power for 5 states in 2008 General Election? Pakatan Rakyat has even achieved one of the best successes in the record of history in the latest Sarawak state election.  All these incidences are solid enough to prove that the Election Commission is absolutely fair and unbiased in all its proceedings."

 
 

Dr Cheah who is also Kedah Derga state assemblyman said, "If Pakatan Rakyat is seriously thinking that the Election Commission is unfair and bias, then they should reflect their opinion using the proper channel.  Now that Pakatan Rakyat is holding more than one third of the cabinet seats, they could easily reflect this matter in the parliament, what for they tarnish the image of the country by creating protest in the street which is an utter waste of energy and money?" 

 
 

Last but not least, Dr Cheah emphasizes once again that if Pakatan Rakyat is unhappy about anything at all, they should reflect their dissatisfaction through the members of parliament during parliamentary meeting and not making any movements which could have negative effect on the country's image.

     民政党吉打州联委会主席谢顺海医生今日针对民联将在吉隆坡发动的"干净与公平选举联盟运动（BERSIH）2"大集会一事发表声明，他认为此运动纯粹是个闹剧，完全没有意义。

 
 

     谢顺海医生也是吉打州德卡区州议员，他认为民联此举是在制造假象，尤其是要让国外人士认为马来西亚的政治局势很混乱。

 
 

谢
顺海医生说，"若民联认为我国选举委员会是不公平与不公正的，那么民联又如何能在2008年的308大选中成功夺下5个州属的执政权呢？甚至于刚于今年举
行的砂拉越大选，民主行动党也创下有史以来的佳绩。这种种情况都可以证明选举委员会是绝对公正的，并没有任何偏袒之举。"

 
 

     谢顺海医生也说，"如果民联真的认为选举委员会是不公平与不公正，那么他们应该通过正确的管道作出反映。民联目前在国会拥有超过三分之一的国会议席，他们大可以在国会上反映此事，而不是发起这些劳民伤财的集会示威活动，使国家形象严重受损。"

 
 

     最后，谢顺海医生再次强调，若民联有任何不满，应该透过其人民代议士在国会正式提出，不应做出一些会影响国家形象的举动。

Your obedient servant and “Saya yang menurut perintah”

I read with interest and full admiration for Marina Mahathir Musing article today Star under the title Signing off for the niceties.

Marina Mahathir has rightly said civil servants,when writing to others,sign off with the phrase declaring themselves as servants of the people,their real masters in theory.

Our civil servants many have become the masters themselves,least they know that that they are supposed to be "Your obedient servant".Always they have their own way of interpretation of law and execution of the policy of the government.Some even go against the will of government of the day,least we talk about the people.

I fully agree that "Saya yang menurut perintah" on government letters was in fact a translation of that quaint colonial bit of politesse,"Your obedient servant".

Maybe our government has the intention for the "Saya yang menurut perintah" to mean "I who obey orders" of which different from the English version,is meant to convey that they are servants of the people.

Precisely our version is whose orders are you to obey?These should be orders by the government of the day and by extension,the people who voted them in.

It is high time our civil servants should go back to the basis of the meaning of servant in the civil service.

Gerakan head of central bureau on environment, safety and quality of life, Dr Cheah Soon Hai expresses his concern and dismay over the recent case involving an eight year old girl being raped at the washroom in the school compound during a wedding dinner. 

 

Dr Cheah said, the uncalled for incident has sent a very strong message that the security of our society is already at an alarming stage, even the school is no longer safe.  It would be naïve and idealistic to be hoping that the society could be any safer and secure, there is nothing much we can do but to further tighten security measures at every possible places to prevent such unwanted incidences from happening.

 

Dr Cheah Soon Hai who is also Kedah Derga State Assemblyman said, "Now that we all are fully aware of the level of security of our society, adults should never let their children to wander around alone.  Every girl should be accompanied by someone be her parents or friends when they wish to go to the washroom."

 

Dr Cheah hopes that the school management would increase the number of security guards in their schools and also to assign guards at various corners of the school compound especially nearby the toilet to ensure no strangers could enter the school compound easily without being noticed.  Safety issue should not be taken lightly as the uncalled for incident actually happened during an event participated by many, no one should take any chance when it comes to personal security because tragedy never sends warning before it happens.

民政党环境、安全及生活素质局主任谢顺海医生针对一名8岁小女孩在参加婚宴的时候在学校的厕所内被强奸的事件大感愤怒与担忧.

 
 

谢顺海医生说，这件天地不容的事故向我们大家传达了一个非常强烈的讯息，那就是我们的社会治安已经非常糟糕，就连学校也已经不是一个安全的地方。很遗憾的是，期望社会治安可以好一些在如今看来已是个奢望，我们能够做的其实不多，唯有尽量在必要的地方加紧保安方面的措施，以避免任何类似不必要的事情一直在发生。

 

谢顺海医生也是吉打德卡区州议员。他说，"相信如今每个人都很清楚我们社会的治安水平是怎么一回事，长辈们不应该让孩子独自一个人四处走动。女童若需要上洗手间都应该有人陪伴，无论是家长或朋友都好，只要不是一个人单独行动。"

 

谢顺海医生希望校方可以增加学校的保安人员数量，以及安排数位保安人员在学校的各个角落巡逻，以防止陌生人可以在无人察觉的情况下轻易闯进校园内。人们不应该对人身安全这件事掉以轻心，因为那起强奸事件是发生在人多的场合附近，所以每个人都不应该有侥幸的心理，而是要时时提高警惕。

Review the system of intake for Kursus Perguruan Lepasan SPM too

The government has decided to review the entire policy and system of Public Service Department scholarships.

Mohd Nazri Abdul Aziz, the Minister in the Prime Minister's Department, said the cabinet will carry out the review later this year, with its decision to be implemented next year.

Keeping the details under wraps, he would only say "the whole thing" will come under review.

Asked why, he said: "This is to avoid future confusion and future expectations. Just wait for the time when we review lah," he told a press conference in the Parliament building.

The process of awarding PSD scholarships has seldom failed to stir controversy, with hundreds of top flight students claiming not to have received the highly-coveted scholarships despite stellar results in their examinations.
I would like the cabinet to review the system of intake for Kursus Perguruan Lepasan SPM (KPLSPM) too,i.e.The Teacher Training Course After SPM.
Every year there is disatisfication from the applicants,nobody knows the criteria and guildline for selection.The applicants with better results (like 8A to 10A) are rejected and those with poorer results got it.The sore point is most of the applicants for KPLSPM are most lower income group.The results of these students are always short og getting the JPA scholarship,most of them not getting the straight 8A+.

Penang Cops is over-zealous,woman and human rights and dignity must uphold

Recent police action in Penang which made a cross,chain or mark on foreigner woman caught during the anti-vice operation is unbecoming.The action can only tarnish the good image of police and government of the day.The police should be more professional in handling such cases,avoiding the perception that police is very energetic to combat towards immoral activities like vice dens but slow in combating serious crimes.
Police must realise that prostitution is one of oldest profession,and it is legal in most of the non-muslim nations and also our neighbouring countries.It is an open secret thousands of our people from all segments of life have traveled across the border to have fun and we have have actually lost out in foreign exchange.
Sexual desire of individual is different,as long as it does not hurt anyone,sex workers should not be treated like hard core criminals.
If there is need for more manpower,the police can co-operate with RELA,Rukun Tetangga and local resident association and include the public in its effort to reduce crime.The government will however have to set its mind to achieving these targets and to foresee possible arising issues.
However there must be clear demarcation of functions and duties RELA in particular,there must be mechanisms to ensure that there is no abuse of power and uncontrolled use of discretion.

Crimes and corruption are important issues that matter the most to the man in the street and this is necessary to win over the people. The government has taken the right step in focusing on these two areas and by setting a time frame it shows that the government is serious and has the political will to address these issues. This is important as there is public perception that the government is merely making announcements without having taken any concrete actions,” he further said.

The key performance indicators for fighting crime are to reduce street crime, including snatch thefts and unarmed robbery by 20% by the end of 2010, re-train public members to help improve public perception on safety, upgrade equipment for enforcement agencies and increase the usage of CCTV and to set up special courts for street crime to speed up the legal process .

He added, “In addition, the government must also include harsh punishments for those found guilty of snatch thefts as one of the key focus in its policies.

We have to show people that police is more serious and commited to fight street crimes.

Public view the key result areas of crime prevention and combating corruption,as peace,security and good governance is tremendously necessary to maintain the well being of the nation.
It is important for the police force to enhance its efficiency,performance,credibility and accountability.
The police image has taken a beating over the years and it is appropriate and timely to introduce changes to its approach.
