Recent police action in Penang which made a cross,chain or mark on foreigner woman caught during the anti-vice operation is unbecoming.The action can only tarnish the good image of police and government of the day.The police should be more professional in handling such cases,avoiding the perception that police is very energetic to combat towards immoral activities like vice dens but slow in combating serious crimes.
Police must realise that prostitution is one of oldest profession,and it is legal in most of the non-muslim nations and also our neighbouring countries.It is an open secret thousands of our people from all segments of life have traveled across the border to have fun and we have have actually lost out in foreign exchange.
Sexual desire of individual is different,as long as it does not hurt anyone,sex workers should not be treated like hard core criminals.
If there is need for more manpower,the police can co-operate with RELA,Rukun Tetangga and local resident association and include the public in its effort to reduce crime.The government will however have to set its mind to achieving these targets and to foresee possible arising issues.
However there must be clear demarcation of functions and duties RELA in particular,there must be mechanisms to ensure that there is no abuse of power and uncontrolled use of discretion.
Crimes and corruption are important issues that matter the most to the man in the street and this is necessary to win over the people. The government has taken the right step in focusing on these two areas and by setting a time frame it shows that the government is serious and has the political will to address these issues. This is important as there is public perception that the government is merely making announcements without having taken any concrete actions,” he further said.
The key performance indicators for fighting crime are to reduce street crime, including snatch thefts and unarmed robbery by 20% by the end of 2010, re-train public members to help improve public perception on safety, upgrade equipment for enforcement agencies and increase the usage of CCTV and to set up special courts for street crime to speed up the legal process .
He added, “In addition, the government must also include harsh punishments for those found guilty of snatch thefts as one of the key focus in its policies.
We have to show people that police is more serious and commited to fight street crimes.
Public view the key result areas of crime prevention and combating corruption,as peace,security and good governance is tremendously necessary to maintain the well being of the nation.
It is important for the police force to enhance its efficiency,performance,credibility and accountability.
The police image has taken a beating over the years and it is appropriate and timely to introduce changes to its approach.
